Summary This position serves as the Operations Officer in an FAA Service Center Region, Office of Policy, International Affairs & Environment (APL), National Engagement and Regional Administration (ARA). The incumbent is responsible for watch-standing and supporting key managers by providing information and carrying out supporting activities involving events and situations concerning the National Airspace System (NAS), regional and national disasters and contingency operations. Responsibilities Performs multiple, varying, and complex assignments under the minimal direction of a manager, project/program manager, team leader, or more experienced professional. May act as a contributing specialist on large work activities or as a project manager or team leader for large projects/programs/activities. Monitors and assesses aviation events, situations and incidents: analyzes impact on the FAA and the regions and informs response personnel and organizations; determines which matters are sufficiently urgent to require the immediate attention of high-level regional managers or the Washington Operations Center; provides or arranges for support from the office of primary responsibility during an accident, incident, or national security incident; acts as executive agent for the National Transportation Safety Board to direct local law enforcement authorities to secure an accident site. Maintains current information on the NAS: receives information on facility outages, accidents, emergency conditions, and unusual occurrences; ensures that appropriate parties are informed of status. Contacts are internal and external. May act as a point of contact to provide advice and guidance on the applications of policies and procedures. May be called upon to communicate FAA positions on policies and procedures internally and externally. Manages communications regarding aviation-related events and situations in the service area: operates ROC equipment and systems; receives and reports written and verbal messages which affect the region; processes, tracks, and records actions; receives and dispatches important written and verbal messages, including those emanating from the Office of the Administrator; facilitates communication between appropriate agencies, FAA managers, specialists, and FAA Lines of Business who need precise incident or condition information on situations that affect the flying community. Operates independently during shifts, immediately responding to urgent requirements prior to advising higher authorities of actions taken. Contacts are with ROC personnel, FAA managers and executives, as well as FAA and state and local officials responding to contingencies. Established policies/procedures provide guidance for most assignments but allow considerable discretion for employee to select the most appropriate approach(es) or develop new approaches. Assignments regularly require interpretations of internal and external policies and extrapolations from precedents. Resolves most problems and work issues without the assistance of a manager, project/program manager, team leader, or more experienced professional. Develops and recommends approaches to address current and anticipated problems and issues. Works with management and/or more experienced professionals to solve problems. Work is reviewed rarely, typically though status reports and at project completion, to ensure policy compliance and alignment with the requirements of projects and/or other work activities. Work activities typically impact directly on the objectives of one or more organizational units, major subdivisions, and/or LOB's/SO's and may affect the objectives of the FAA. In some specialties, the work often affects internal and external customers. Performs collateral duties assigned on an individual basis. Must be able to perform shift work on a 24 hour, 7 day a week basis. This position requires that the incumbent obtain and maintain a Secret clearance. Qualifications To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-H, FG/GS-12 level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience is applying comprehensive knowledge of the functions and characteristics of the National Airspace System (NAS) and aviation nomenclature and experience providing communications support, and/or incident response coordination.
