Operations Shift Supervisor PBF Energy Inc. (NYSE:PBF) is one of the largest independent refiners in North America, operating through its subsidiaries, oil refineries and related facilities. We are seeking a talented Operations Shift Supervisor to join our team as a pivotal member that would play a key role here at PBF Energy. This role would be located in our Toledo Refinery in Oregon OH. Represent the Operations Department on a 24/7 basis. Lead and direct the Unit Operators to complete assigned tasks and drive the refinery operation to achieve optimized production targets in a safe, reliable and environmentally sound manner. Take on-shift direction from the FSS and cross-shift direction from the Unit Superintendents & Complex Manager / Business Team Leader. Principle Responsibilities: General: Complete supply orders for the Unit as needed. Perform on-shift incident investigation and troubleshooting. Track and address inhibited alarms/SOL-COD/KPI’s and communicate findings to Complex Team and Compliance Coordinator. Read and understand upcoming Plant information in the Plant operating instructions and report to the Facility Shift Superintendent and Complex Team any issues with Plant reliability and equipment preparation. Read and review operating instructions, night orders and standing orders with Operating Crews and ensure required tasks are completed on-shift. Complete and distribute the appropriate shift reports and compliance notifications. Ensure all operator PM’s and minor maintenance work is being completed. Ensure the operators have performed first attempts on equipment and fully analyze potential issues. Support Refinery turnaround planning and execution as directed. HSE: Monitor employee activities, correct unsafe behavior IMMEDIATELY. Demonstrate leadership behavior that reinforces safety policies. Lead on-shift plant safety meetings with Operators. Work under the direction of the Facility Shift Superintendent to report out injuries, safety violations, environmental incidents and near misses to the appropriate departments and agencies as required. Perform all required safety audits, correct and report any unsafe work conditions. Follow up on all assigned investigation action items. Ensure and report out to the Complex Team and Facility Shift Superintendent, then initiate corrective action on any safety alarm and/or shutdown devices not in service. Perform spot-checks on safe work permits, PPE compliance and LOTO, and report out findings to the Complex Team and Facility Shift Superintendent. Operator Supervision: Provide on-shift leadership and direction for the Unit Operators. Note: the on-shift Shift Supervisors work at the direction of the FSS. In addition, the Shift Supervisor will receive cross-shift directions from the Unit Superintendents & Complex Managers / Business Team Leaders. Provide overall on-shift plant leadership and mentoring. Run the beginning of shift meeting with all Chief Operators in the assigned area. The meeting should be run to facilitate discussion between the areas and identify the plan and threats to the plan. Provide on-shift direction for the Unit Operators to complete assigned tasks and drive the Refinery operation to meet oil flow targets in a safe, reliable and environmentally sound manner. Support the Chief Operators in directing and developing their Crews while adhering to the labor contract Reward and reinforce positive Operator performance and behavior. Report out to the Facility Shift Superintendent and Complex Manager / Business Team Leader any performance or behavioral issues as defined by the Company Rules of Conduct. Work with Unit Superintendent and the Training and Compliance Superintendent to complete monthly Operator what-if drills. Cover Operator call-outs and extras on the off-shift. Process Optimization: Work under the direction of the on-shift Facility Shift Superintendent to optimize the Process Units and optimize production and operating targets. Work under the direction of the Facility Shift Superintendent to resolve Plant, Area and Refinery production constraints. Complete end of shift report and communicate to Complex Team Review Target Watch spreadsheet performance. Report all discrepancies between production/energy targets and actual rates per the Target Watch documentation. Complete all on-shift compliance documentation. Report any threats to the production plan, or unit operation. Unit Reliability: Ensure any required work notifications are entered for equipment requiring repairs. Communicate the status of pertinent equipment failures (and troubleshooting efforts taken) to the Facility Shift Superintendent, Unit Superintendent and Complex Manager. Coordinate with the Facility Shift Superintendent to communicate with Maintenance On-Call to troubleshoot/repair any High Priority Equipment Failures. Ensure and report out to the Facility Shift Superintendent and Complex Team that Plant equipment scheduled for maintenance is ready on time (first starts) and any permitting issues are addressed. Ensure completion of the required unit VOC first attempts and report out to the Facility Shift Superintendent and Complex Team the status of the VOC first attempt. Ensure and report out to the Facility Shift Superintendent that all Operator PM’s and minor maintenance work is being completed. Job Qualifications: High School Diploma or equivalent required. 5+ years of refinery experience preferred. 2+ years supervisory experience preferred. Familiarity with industry process safety and environment regulations, work practices, and compliance strategies as well as knowledge of basic refinery processes, reliability principles, refining economics and basic budgeting and scheduling.
