S³ Inc. has an immediate opening for an OFPD Analyst to support projects at Ft. Novosel, AL. Military experience is required.
Description:
The OFPD Analyst supports as a team member of highly experienced and seasoned professional Aviation personnel performing as analysts, writers, operations researchers, management and administrative support personnel to support all Divisions within OPFD.
Responsibilities:
Executes personnel functions relative to Doctrine, Organization, Training, Materiel, Leadership and Education, Personnel, Facilities and Policy (DOTMLPF-P) for the designated functional areas (FA) and the Aviation Branch. Provides review and input for all Aviation related documents and publications and assists the Human Resources Command. Develops Army Aviation organizational requirements; assesses existing force structures, identifies deficiencies and capability gaps; and proposes solutions in the form of new or modified organizational designs. Serves as the branch personnel developer responsible for Aviation Officers Areas of Concentration (AOCs) Career Management Field 15, Warrant Officer and Enlisted Military Occupational Specialties (MOSs), in accordance with AR 600-3 and the eight Personnel Life Cycle Management Functions. Provides analysis and support of the eight primary force development functions: Structure, Acquisition, Distribution, Development, Deployment, Compensation, Sustainment, and Transition. Provides analysis and support of the six force organization functions: Force Design Document Review, Capability Gaps, Manpower Requirements, Total Army Analysis and Requirements. Integrates analysis and recommendation with the Officer Personnel Management Directorate (OPMD), Enlisted Personnel Management Directorate (EPMD), HRC, and HQDA G-1 for incorporation of all personnel priorities and functions. Qualifications:
Requires extensive knowledge or a degree in a functional area or applied discipline; such as: business and business practices; general engineering; or educational techniques for adult education Requires highly specialized process knowledge as well as Army Aviation skill sets typical of mid-senior grade military, civilians and Soldiers. Previously rated Army Aviator or aviation maintenance specialist and have an extensive working knowledge/understanding of Aviation operations and employment. Possess experience related to the tasks associated with the critical tasks and core competencies of the OPFD Directorate. Some experience working in a personnel proponent/force design or similar occupations. Possess analytical skills as described in the Military Decision Making Process (MDMP). Possess a working knowledge of the Army personnel and organization force development databases used to review and analyze Aviation programs; i.e., TOPMIS, EDAS, FMS Web, ATRRS, and/or cQuiP computer applications. Have a working knowledge of Department of the Army waiver policies and procedures; be able to review and recommend appropriate action concerning the award of constructive credit for officers in both the Active Army and Reserve Components; and be able to analyze the impact of these actions in relation to the eight Personnel Life Cycle Management Functions. Have a working knowledge of Department of the Army Force Design Update process, Basis of Issue (BOI) planning, and Manpower Requirements Criteria (MARC) for personnel and organization development.
