BASIC FUNCTION:
The City of Medford seeks a candidate with proven analytical and problem-solving skills, fiscal management, and superior customer service skills to lead in the role of Parking Director. The Parking Director will be responsible for the internal parking control and enforcement operations. Working in collaboration with members of the administration and stakeholders, the Parking Director will be responsible for the development and implementation of parking policies and programs, departmental build-out, equipment, and software evaluation, and procurement. and The Parking Director will advise on all matters of parking control and enforcement for the City of Medford.
SUPERVISION:
Reports directly to the Mayor and supervises parking control specialists, parking meter equipment repair persons, clerical staff, and other staff as required.
RESPONSIBILITIES:
The essential functions or duties listed below are intended as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related, or logically assigned to the position.
- Assists in the hiring of Parking Department personnel
- Schedules, trains, and supervises all Parking Department personnel.
- Manage the parking control specialists and review related data weekly to make sure the entire city is being enforced each week.
- Successfully utilizes parking control software to facilitate the collection of violation fines, issue parking permits, and run various reports to provide the City and management with data and analytics on the department's work.
- Maintains close communication with the Parking Control Specialist, the Department of Public Works/Engineering/Traffic and Transportation, Meter Equipment Repair person(s) the Police Department, the Traffic Commission, and vendors.
- Develops and presents the annual budget for the Parking Department.
- Performs financial accounting of all in-house collections including parking permits, violations, and meter collections, and assumes responsibility for deposits and departmental reports.
- Manages the issuance of resident parking permits or stickers and other parking permit programs.
- Responds to and makes dispatch calls regarding parking violation complaints and broken parking meters; conducts field investigations related to complaints if necessary.
- Determines whether vehicles need to be ticketed.
- Arranges to repair damaged parking meters and meter poles and report missing parking regulatory-related signage to the DPW.
- Facilitates the maintenance of the Parking vehicle fleet with the Department of Public Works.
- Coordinates with other departments regarding parking needs for public events.
- May represent the city at meetings or other events where parking-related matters are being discussed.
- Regularly attends Traffic Commission meetings.
- Answers the public’s questions regarding parking regulations in a courteous, respectful, and professional manner.
- Makes parking policy recommendations to the Mayor and other authorities, including the Medford Traffic Commission.
- Implements and manages departmental policy changes with the Mayor’s approval
- Verifies ticket errors submitted by Parking Control Specialist.
- Oversees parking ticket appeals process.
- Responds to questions about parking violations and reaches a conclusion through an adjudication process.
- Possess extensive knowledge of the City’s parking ordinances, regulations Massachusetts General Laws (MGL) Chapter 90, Sections 20A½ - 20E, and other relevant regulations such as the Massachusetts Code of Regulations (CMR).
- Advise and assist the Mayor on any City strategic initiatives that may impact the Parking Department
- Performs other related duties as required.
EDUCATION & EXPERIENCE:
Minimum:
- Associate’s degree in business/customer-centric field
- At least 3 years of related work experience with parking-related positions
- At least 5 years of management experience
- Must have a valid driver’s license
Preferred:
- Bachelor’s degree in business or /customer-centric field
- Oral and written fluency in a language other than English
- Municipal, or related work experience
KNOWLEDGE, SKILLS & ABILITIES:
Knowledge:
- Knowledgeable on all parking regulations of the City of Medford, MGL Chapter 90, Sections 20A½ - 20E, and policies, procedures, software, and hardware utilized by the Parking Department.
- Knowledge of collective bargaining and laws on labor relations and public employees (MGL c. 150E).
- General knowledge of the City’s geography and street locations.
- Knowledge of personnel and business management techniques; knowledge of accounting and record-keeping techniques.
Skills:
- Skilled in the use of handheld parking violation devices, printers, license plate readers, and two-way radios.
- Computer operation, information technology, and software skills.
- Creative thinking, listening, and problem-solving skills.
- Excellent communication skills.

PHYSICAL REQUIREMENT:
The physical effort is required while performing duties under are typical office to conditions; moderate physical effort is required when conducting field inspections. Frequently required to stand and walk over various surfaces. Ability to operate a keyboard at an efficient speed. Vision and hearing at or correctable to normal ranges. Ability to sit, stand, walk, and hear. May be required to carry or lift items weighing up to 30 pounds.
Full-time (Regular Working Hours) Monday, Tuesday, and Thursday 8:30 AM – 4:30 PM; Wednesday 8:30 AM – 7:30 PM; Friday 8:30 AM – 12:30 PM. Evening and weekends as requested or per the needs of the department.
