POSITION SUMMARY
As a Payroll and Human Resource Administrator, you will play a crucial role in supporting the overall payroll and HR areas at Tooele County. You will be responsible for a variety of activities related to payroll processing, program support and human resource administration. This position is a full-time non-exempt position located in Tooele, Utah.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Assists Payroll Supervisor in the preparation and completion of the bi-weekly payroll, manages deductions, data entry and verification, ensuring compliance with tax laws
- Prepares and processes W-2s, 1099s, and various federal and state reports related to payroll. Assist in line-item research and reconciliation
- Conduct audits of payroll, benefits, and other HR programs
- Assist in the administration of employee benefits programs such as health insurance, pension plans, vacation, and sick leave
- Maintain and update payroll records and reports
- Assists employees with personnel forms (e.g., tax forms, retirement plans, and insurance) and supports new hire orientations and open enrollment processes
- Ensure all payroll transactions are processed and reconciled efficiently in compliance with company policies and federal and state laws
- Address payroll related inquiries and employment verification requests providing guidance and support to employees and managers on Payroll and HR related matters
- Stay abreast of federal, state and local employment laws and regulations
- Assists in administering and maintenance of the county's various special programs such as the wellness program, discount program, and recognition program to include participation tracking, inventory, communications, reports, program information, and meeting coordination.
- Provides advanced clerical support, maintain personnel files, and ensure accurate HR and payroll record-keeping.
- Assist in organizing staff events, training programs, and providing information on personnel policies.
- Generate HR reports and analytics as needed.
REQUIREMENTS (EDUCATION, EXPERIENCE, CERTIFICATIONS, AND OTHER SKILLS)
- 3 years Payroll experience
- Excellent interpersonal and communication skills.
- Ability to handle confidential information with discretion.
- Detail-oriented and organized with strong time-management skills.
- Proficient in Microsoft Office Suites.
