Senior Payroll Manager
The Senior Payroll Manager is responsible for overseeing all payroll processing operations to ensure timely, accurate, and compliant payroll for the organization. This role manages payroll for over 600 employees and leads a team to ensure payroll operations meet all federal, state, and local regulations.

Primary Responsibilities:
Leadership:
- Lead the development, maintenance, and implementation of payroll procedures, policies, and systems.
- Collaborate with managers to resolve discrepancies in authorized overtime, shift differentials, and employee absences.
- Provide coaching, mentorship, and development opportunities for a team of 5 payroll staff, addressing performance issues as needed.
- Work with management to resolve escalated payroll issues.
- Analyze payroll processes, identify efficiencies, drive improvements, and manage priorities effectively.
- Partner with IT to optimize payroll system functionality and identify opportunities for process improvements.
Payroll Management:
- Manage the payroll process for over 600 employees, ensuring on-time and accurate payroll processing in compliance with federal, state, and local regulations.
- Audit payroll reports to verify accuracy, ensure that changes are implemented correctly, and perform a final audit of the payroll register post-processing.
- Prepare and complete monthly, quarterly, and yearly payroll reporting.
- Produce payroll reconciliations for balance sheet accounts related to payroll, including FSA, 401(k), tax liabilities, and workers’ compensation.
- Implement, maintain, and review payroll systems to ensure timely and accurate payroll transactions, including salaries, benefits, garnishments, taxes, and other deductions.
- Act as a backup for processing weekly payroll and other payroll-related functions as needed.
- Liaise with finance departments for payroll funding, auditing, reconciliation, and reporting purposes.
- Verify hours worked, tax withholdings, deductions, bonuses, union fringes, shift differentials, and other incentives.
- Prepare internal communications, including memos, reports, and updates on payroll-related matters.
- Must have union experience.
- Monitor payroll expenditures, identify variances, and implement corrective actions.
Compliance:
- Manage payroll system setup and administration, including the creation of new pay/benefit codes, taxability, system mapping, and related updates.
- Prepare 401(k) census data and assist with actuarial and audit requests.
- Research and implement payroll-related legislation and compliance measures to ensure up-to-date payroll practices.
- Represent the department during internal and external audit procedures, providing necessary records and reports.
- Ensure compliance with federal, state, and local wage laws and complete all required project documentation.
- Oversee the preparation, review, and submission of state and federally mandated reports and records, verifying accuracy and completion.
- Assist in managing payroll guidelines and updating payroll procedures under the guidance of the HR Manager.
- Manage year-end payroll processes, including tax forms and reconciliation.
- Maintain confidentiality and ensure compliance with company policies and procedures regarding payroll data.
Qualifications:
- Expertise in Payroll: In-depth knowledge of payroll taxes, benefits, union dues, and fringe benefits for unions and prevailing wage areas.
- Flexibility & Problem Solving: Ability to handle changing priorities, deadlines, and complex payroll-related issues through analytical problem-solving.
- Time Management & Follow-Through: Proven ability to manage multiple tasks and meet tight deadlines in a fast-paced environment.
- Leadership: Demonstrated experience in leading and developing payroll teams to meet team and individual career goals.
- Compliance Knowledge: Strong understanding of federal and state wage and hour laws, taxation, and payroll accounting and reconciliations.
- Communication Skills: Excellent written and oral communication skills, with the ability to interact effectively across the organization and with external stakeholders.
- Organizational Skills: Ability to manage tasks independently and in a collaborative, team-oriented environment.
- Interpersonal Skills: Maintain professionalism and a tactful demeanor with the ability to work with diverse personnel.
Education and Experience:
- Experience: Minimum 10 years of payroll experience, with at least 5 years in a managerial role.
- Industry Knowledge: Experience in union construction payroll and prevailing wage areas required.
- Multi-State Experience: Familiarity with payroll in a multi-state, multi-company environment (preferably including CA).
- Software Skills: Experience with Paychex payroll software and proficiency in Microsoft Word and Excel.
- Compliance Experience: Background in managing payroll compliance with federal and state tax agencies, and experience with LCP Tracker is a plus.
- Education: A degree in business management or related field is preferred.

- Regular use of hands to handle objects, tools, or controls and frequently required to stand, walk, and communicate verbally.
