Position overview
The Payroll Manager is responsible for overseeing payroll processing operations to ensure that weekly payroll is processed timely and accurately.
Primary Responsibilities
Leadership
- Be a leader in the development, maintenance, and implementation of payroll procedures, policies, and systems
- Liaises with managers to identify discrepancies regarding authorized overtime, shift differentials or reasons for absences either paid or unpaid
- Provides coaching, mentorship, development opportunities, and addresses performance issues as appropriate to a team of 5
- Works with management to resolve any escalated issues
- Analyze payroll processes and controls, identify efficiencies, drive change and manage priorities
- Partner with IT to optimize system functionality and exploit opportunities for improvement
Payroll
- Manage the payroll process for up to 600+ employees ensuring pay is processed on time, accurately, and in compliance with government regulations
- Audits payroll reports to ensure changes were made and payroll is accurate before it is finalized; audit payroll register after processing
- Completes Monthly, Quarterly, and Yearly Payroll Reporting
- Produces Payroll Reconciliations for Balance Sheet Accounts related to Payroll (FSA, 401k, Tax Liabilities, Workers Comp, etc.)
- Implements, maintains, and reviews payroll processing systems to ensure timely and accurate processing of payroll transactions including salaries, benefits, garnishments, taxes, and other deduction
- Be cross trained as a backup to process weekly payroll and other payroll related items
- Liaises with internal finance departments for payroll funding, auditing, reconciliation and reporting
- Verifies, hours, tax withholdings, deductions, bonuses, union fringes shift differential and other incentives
- Prepares communications, such as memos, emails, reports, and other correspondence to update the company on payroll related items
- Monitors payroll expenditures to ensure appropriate account charges, identifies and implements corrective action for any variances
Compliance
- Sets up and administers our payroll system including new pay/benefit codes, taxability, system mapping, and other related items
- Prepare the 401K Census data and assists with Actuary and Audit requests
- Researches and implements payroll related legislation and compliance
- Represents the department to provide records/reports during all internal and external audit procedures
- Processes and completes all required project documentation to ensure compliance with Federal, State, and local wage laws
- Oversees and participates in developing, receiving, reviewing, and processing information for a variety of departmental, State, and Federal mandated, and statistical reports and records; verifies accuracy and completion of reports and records; maintains accurate record
- Assists with managing payroll guidelines by writing and updating payroll procedures with guidance from the HR Manager
- Manages year-end processes
- Maintains employee confidence and protects payroll operations by keeping information confidential
- Other duties as assigned
Qualifications
- Understanding and familiarity with payroll taxes, benefits, union dues and fringe benefits for unions and prevailing wage areas
- Demonstrates flexibility to effectively deal with changing priorities and timelines through analytical problem solving
- Proven time management and follow-through skills with the ability to work on multiple tasks with tight deadlines
- A trusted advisor who demonstrates active listening and considers the impact of their decision across the company
- Strong knowledge of payroll accounting and reconciliations
- A proven team leader that can optimally identify, develop and manage team members to attain team/individual career goals
- Current knowledge of applicable federal and state wage and hour laws and taxation

- Ability to handle multiple tasks, set priorities and meet deadlines in a high-volume, fast-paced environment

Education and/ or Experience
- Minimum of 10 years of payroll experience with 5 of those years in a managerial role
- Previous payroll experience with multi-state particularly in CA, multi- company high volume environment with a medium to large size company
- Union construction industry experience required
- Familiarity with LCP Tracker (Labor Compliance Program) is a plus
- Experience in managing and documenting payroll controls for compliance
- College degree in the field of business management is a plus
- Proven background dealing with state and federal tax agencies to open/close, update accounts
- Previous Construction payroll experience is preferred
- Experience with Paychex payroll software
- Experience with Microsoft software such as Word, and Excel
