Job Overview:Responsible for preparing and processing a 700+ employee payroll encompassing multiple wage determinations, varying frequencies of pay, manual timesheets, and electronic time sheets. Ensure the integrity and system entry of all payroll data related to new hires, separations, transfers, rate changes, withholdings, and deductions. Prepares various payroll and management reports and journal entries. Responsible for day to day payroll clerk activities and performance.

Responsibilities:Essential Duties & Job Functions:
- Provide effective leadership to staff members, i.e. schedules, leave, performance, coaching, training.
- Develop best practices to improve efficiency of payroll processes.
- Oversee employee payroll accounting, transactions, and reporting activities.
- Process payroll and personnel changes/updates timely, accurately and completely.
- Process payroll calculations, deductions, insurance coverage, leaves, retirement and benefits.
- Develop and analyze reports and performance indicators for improvements and distribution.
- Prepare wage summaries of earnings, taxes, deductions, leaves, retirement and benefits.
- Address payroll related queries and requests from employees, managers, etc.
- Review and recommend improvements to existing payroll procedures.
- Analyze payroll concerns and facilitate appropriate solutions.
- Adhere to and enforce federal, state, and local regulations in all transactions.
- Assist in audit operations and implement audit recommendations.
- Develop training and provide information for staff members.
- Coordinate efforts among other departments to ensure efficient and effective flow and maintenance of employee data, i.e. reports, leave, man hours, etc.
- Track and maintain employee records from personnel additions, terminations, and changes.
- Conduct periodic audits and reconciliations of personnel changes, provide training to staff as needed, and correct deficiencies.
- Facilitate, track and trend all timesheet corrections with associated employees and managers in a timely manner. Report and train on findings to reduce reoccurrence of same errors.
- Collaborates with corporate and other departments to resolve issues and enhance processes.
- Review check requests for electronic transfer of payroll transactions and union payments.
- Perform quarterly audit of organizational chart to verify accuracy, identify errors, facilitate corrections in process levels, position codes, pay rates, eligibility dates, differentials, etc.
- Maintains and distributes union seniority listing. Facilities correction of anomalies as needed.
- Performs other duties as assigned.
Mandatory:
- Associate degree with at least four (4) years of related work experience OR six (6) years of related work experience in lieu of a degree, i.e. knowledge of basic structures for compensation, taxes, and wages; practiced in confidentiality, attention to detail, etc.
- At least two years in a role providing guidance and performance feedback to staff members.
- Demonstrate a strong understanding of automated and manual payroll process requirements.
- Possess or obtain within first year of employment a Certified Payroll Processing (CPP) Certification.
- Demonstrate proficiency in Microsoft Word, Excel and Outlook programs, i.e. generate spreadsheets with pivot tables, formulas, write memos concerning policies, etc.
- Excellent problem solving/judgment skills, and high level of attention to detail and accuracy.
- Must have excellent organizational, verbal communication and written communication skills.
- Ability to deal with a variety of people in a professional, courteous manner in diversified situations.
- Ability to pass pre-hire background and drug screen.
- Willingness and ability to work extended hours and alternate shifts as needed.
