The primary purpose of this position is to perform quality analysis by monitoring/reviewing performance reports, promotion recommendation forms, and various personnel program assistant duties including administering the military recognition program, administering special military boards and "G" series and decoration orders. Responsibilities Reviews a wide variety of officer and enlisted performance reports, recurring and nonrecurring senior executive-level correspondence, and other documents. Advises and provides guidelines for all types of performance and/or other recognition for military personnel. Administers program and serves as the primary source of information regarding military performance reports, awards and decoration policies, procedures and requirements, and assumption/appointment of command orders. Manages the commander's selection board process, e.g., officer, enlisted and STEP promotion boards, and professional development boards, including selection to Air Command and Staff College. Performs final administrative review of recommendations of rewards, medals, decorations, commendations, and other actions submitted by units or processed by other clerks. Independently plans and performs complex office automation duties using multiple office automation software with varied functions. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience include work that has provided knowledge of an extensive body of military personnel management programs, practices, policies and operations, to include performance, awards and decorations program management; collecting, interpreting and analyzing various types of information, formulating conclusions, and making recommendations based on facts and relevance; using various office automation software programs, tools, and techniques to support office operations and produce a variety of documents such as letters, reports, spreadsheets, databases, and graphs; and using knowledge of basic rules of grammar, spelling, and punctuation to compose a variety of correspondence. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-08 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of an extensive body of management and/or program analysis technical rules, procedures, or operations applied to assignments to perform the procedural and administrative work of the office, such as preparing and editing documents, maintaining files/records, locating, assembling and composing information for various reports, inquiries, and nontechnical correspondence. 2. Knowledge of military organizational structure, and of a standardized body of military policies and procedures relating to military performance and awards programs; and of the format, content, and uses of the military personnel records. 3. Knowledge of office functions to prepare and review military performance reports and correspondence, to screen and to perform other substantive or administrative work of the organization. 4. Knowledge of correct grammar, spelling, punctuation, capitalization, and format to accurately prepare and edit military reports and written correspondence. 5. Knowledge of various office automation software programs, tools, and techniques to support office operations and produce a variety of documents such as letters, reports, spreadsheets, databases and graphs; knowledge of the military personnel automated system and office automation hardware, software and peripherals. Skilled in typing; a qualified typist is required. 6. Ability to communicate effectively, both orally and in writing, using tact and courtesy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
