About the Job
The County of Riverside's Transportation Land Management Agency (TLMA) has an opportunity for a Plan Check Manager (Agency Program Administrator) who will be assigned to the Building and Safety Division located in Riverside.
The Plan Check Manager plans, organizes, coordinates, and directs specialized, sensitive, and complex Transportation and Land Management Agency (TLMA) programs, services, or long-term projects; provides technical advisement to staff or members of the public on the interpretation of TLMA directives, policies, and procedures; serves as a liaison between the offices of the Board of Supervisors, members of the community, private industry, other government agencies, and County departments; performs other related duties as required.
The Plan Check Manager reports to an appropriate supervisory or manager-level position depending on the area of assignment, and is characterized by the responsibility either to direct and execute the most complex TLMA programs, services, or long-term projects, or serve in an ombudsman capacity bringing challenging or politically-sensitive TLMA-related matters to conclusion. Incumbents of this classification draw from an in-depth knowledge of the functions, programs, and services provided within the TLMA, and how they overlap with other County departments, and apply those concepts to solve a wide variety of problems. Additionally, incumbents establish and maintain a working knowledge of the land use, planning, development, and community improvement process overall and make recommendations to improve to TLMA systems, programs, policies, and procedures.
Meet the Team! The County of Riverside Transportation & Land Management Agency (TLMA) is the umbrella agency for seven county departments. They are the Planning Department, Building & Safety Department, Transportation Department, Code Enforcement Department, Aviation, Environmental Programs Department and the Administrative Services Department.
EXAMPLES OF ESSENTIAL DUTIES
Selects, trains, directs, and evaluates the activities of subordinates; may issue employee discipline.
Investigates and resolves internal and external complaints. including employee selection, work assignment, performance evaluation, employee development, disciplinary action, and complaint resolution.
Provides instruction and technical assistance in the examination of construction plans, Plan check, code interpretations and departmental policies and objectives.
Participates in the development and implementation of departmental goals, objectives, policies, procedures, and priorities.
Monitors, evaluates, and improves the efficiency and effectiveness of procedures and service delivery methods.
Tracks the workload and progress of plan checks and permit services; monitors status of plans submitted, processing time-frames, reviews by staff, and completion dates; prepares, reviews and distributes reports and updates management.
Confers with architects, engineers, contractors and the public to resolve building codes, ordinances, plan checks and permit inquiries and discrepancies.
Performs more complex and difficult plan review tasks and onsite inspections of building and construction sites to determine building code compliance, and other applicable standards.
Analyzes structural engineering aspects of all designs and calculations and maintains detailed reports.
Administers, interprets, recommends ordinance changes and enforces the provisions of building codes, ordinances' regulations and other codes as they related to the Building Department.
Reads, evaluates, and interprets blueprints/constructions plans; interprets detailed complex codes and regulations, and explains required inspections and construction requirements to owners, architects, engineers, contractors and the public.
MINIMUM QUALIFICATIONS
Education:Graduation from an accredited college or university with a bachelor's degree in business or public administration, planning, environmental sciences, engineering, or a related field to the assignment. (Additional qualifying experience may substitute for the required education on the basis of one year of full-time experience equaling 30 semester or 45 quarter units of the required education.)
Experience:Four years of technical, para-professional or professional experience functioning in a Public Works department/organization or closely related governmental entity, with responsibility for analyzing and making recommendations for projects, programs, services, or operational issues; providing direct customer service on land use issues; or in organizing and supervising the work of clerical, technical, para-professional, or professional staff. (Completion of a graduate degree from an accredited college or university may substitute for up to one year of the required experience.)
Knowledge of:The principles and practices of public and business administration and organizational analysis; the functions, programs and services provided within the TLMA; functions and operations of governmental agencies and community organizations related to services provided within TLMA; principles and practices of building inspection, regional planning, plan review, permit issuance, and land use enforcement; laws, regulations, ordinances, and codes affecting building construction, zoning, regional planning, ordinance enforcement, and land use; governmental budgeting and financial best-practices; governmental legislation process; principles of supervision and staff utilization; modern office practices, forms, and equipment.
Ability to:Plan, organize, coordinate, and evaluate public work programs, projects, and studies; reach practical and logical conclusions and develop/implement solutions; coordinate project activities with management, elected officials and representatives of other agencies and departments; supervise the work activities of multi-disciplinary teams; direct a variety of systems, programs, organization, and financial analyses; analyze, interpret and explain detailed information such as the provisions of state statutes, local ordinances, contracts, and permits; establish and maintain cooperative working relationships with those contacted in the course of work; write concise and accurate reports and correspondence; speak effectively; represent the Agency at events and meetings.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
- Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
- Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
- Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013.Effective July 1, 2023, the employee contributions are 7.25% and will increase to 7.75% effective July 1, 2024.
A new member is defined as any of the following:
CalPERS refers to all members that do not fit within the definition of a new member as "classic members".
Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
401(a) MONEY PURCHASE PLAN: County contribution of $50 per pay period towards choice between two 401(a) plan providers.
ANNUAL LEAVE (Bi-Weekly Accrual):
0 < 36 months = 8.92 Hours
36 to <108>108 or more months = 12.00 Hours
Maximum Annual Leave accumulation is 1,800 hours. Employee may receive pay in lieu of up to 80 hours per calendar year. Agency/Department Head may approve an additional 80 hours.
-Annual Leave for Unrepresented Management Attorneys:
Maximum Annual Leave accumulation is 2,000 hours. Refer to Article 22 of the Management Resolution for a list of job classifications included.
HOLIDAYS: Normally 12 paid holidays per year.
BEREAVEMENT LEAVE: 5 days (3 days are County paid; 2 days can be taken through use of accrued leave balances).
BASIC LIFE INSURANCE: $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
LONG-TERM DISABILITY (LTD): Benefit pays 66.67% of earnings to a maximum of $10,000 per month; 30-day waiting period; pays to age 65. Benefit can be coordinated with other available leave balances to provide up to 100% of pay.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the Management Resolution or applicable bargaining unit.
