About the Job
As the Enterprise Project Management Office (EPMO) Lead, you will be responsible for overseeing and leading the strategic planning, execution, and governance of projects and programs across the organization. In this role, you will drive consistent project management practices, establish project management standards, and ensure successful delivery of projects in alignment with the organization's goals and objectives within the State & Local Health & Human Services sector.
Essential Duties and Responsibilities:
- Oversee daily operations including staffing, performance monitoring, quality assurance oversight, training, subcontractor management, auditing, and compliance.
- Ensure project compliance with all applicable requirements of the client's regulations as well as corporate policies.
- Manage direct reports including developing performance goals and objectives.
- Manage subcontractors that provide services to program.
- Manage audits of operations.
- Collaborate with other managers to ensure effective coordination of activities.
- Develop and implement operational policies and procedures in collaboration with other key stakeholders.
- Establish and maintain effective relationships with clients and other external entities.
- Oversee the development and implementation of innovative methodologies to improve service levels and overall operational efficiency.
- Manage the project's quality assurance and training programs as well as corrective actions to ensure compliance.
- Monitor performance against key indicators established internally or by the clients.
- Develop solutions to issues or complex problems.
Responsibilities
• Provide leadership and subject matter expertise in project management principles and disciplines.
• Develop, implement, and refine standardized project management methodologies, policies, procedures, tools, and templates across the organization.
• Define processes for collecting project/program/service data on which portfolio decisions are based.
• Ensure IT portfolio decisions are aligned to the organization's goals.
• Partner with multiple teams to establish and manage project governance structures and systems (e.g., steering committees, stakeholder communications, risk management plans).
• Facilitate decision-making, issue escalation or resolution, and status communication within projects.
• Provide leadership and support on initiatives to ensure efficient execution.
• Manage EPMO staffing, and operations to provide excellent service across the organization.
• Oversee all active projects, analyze status reports, identify risks and issues, and ensure mitigation plans are in place for strategic work.
• Monitor key project metrics and health of project portfolios, report dashboard insights to the Executive Leadership Team.
• Drive process improvements by analyzing project data patterns and leveraging lessons learned.
• Organize and lead EPMO Steering Committee meetings with senior colleagues and leadership.
• Ensure EPMO artifacts are created and signed off at appropriate times based on the project management framework.
• Own the development and assessment of the EPMO portfolio of key projects by implementing a continuous process of identifying new projects, prioritization of all projects, and execution.
Minimum Requirements
- Bachelor's Degree in related field.
- 7-10 years of relevant professional experience required.
- Equivalent combination of education and experience considered in lieu of degree.
• Bachelor's degree in Business Administration, Project Management, or a related field or equivalent combination of education and experience required.
• 8+ years of experience with direct responsibility in a project, portfolio, or program management role (Health & Human Services Government industry experience highly preferred).
• 5 plus years of end-to-end personnel management - hiring, coaching, mentoring.
• PMP (Project Management Professional) certification or equivalent preferred.
• Strong understanding of project management principles, methodologies, and best practices.
• Proven track record of effective leadership, team management, and motivation.
• Ability to align project initiatives with organizational goals and objectives.
• Excellent communication and presentation skills with stakeholders at all levels.
• Strong analytical and problem-solving skills for data-driven decision-making.
• Experience in driving change initiatives and fostering a culture of continuous improvement.
• Demonstrated ability to work collaboratively across departments and build strong relationships.
• Experience in overseeing and managing project portfolios and resource allocation.
• Ability to develop risk management strategies and implement risk mitigation plans.
• Track record of identifying areas for process improvement and implementing strategies.
• Experience in managing client expectations and collaborating with external stakeholders.
• Proficiency in budget planning and management for projects.
• Familiarity with project management tools, software, and technologies.
• Knowledge of quality assurance processes for project deliverables.

Maximus compensation is based on various factors including but not limited to job location, a candidate's education, training, experience, expected quality and quantity of work, required travel (if any), external market and internal value analysis including seniority and merit systems, as well as internal pay alignment.
