SECTION I - JOB DESCRIPTION

Summary:

Under general supervision of the County Road Engineer, is responsible for construction / maintenance projects related to drainage & roadway improvements in the assigned County Precinct. Supervises field staff and administrative staff for the assigned County Precinct. Positions in this class perform routine analytical reviews and identify needed corrective actions to resolve discrepancies; answer questions; and maintain documents and records. Performs other related duties as required.

Essential Functions (State the fundamental duties and tasks)

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

• Plans and organizes the daily work activities for the crews according to priorities and plans; making changes when necessary due to weather, material supply, delivery and personnel availability.
• Supervises Maintenance Foreman and Assistant Foreman to ensure timely completion of road and drainage improvement
• Prepares work schedules to forecast project start and end
• Provides general supervision to administrative staff
• Oversees recruiting, hires, training, managing and mentoring of employees
• Calculates estimates for materials quantities and costs for maintenance and improvement projects. Monitors precinct
• Prepares various department documents requiring knowledge of department policies, programs, and procedures and which may involve researching, compiling, analyzing, retrieving and/or summarizing data.
• Addresses and resolves conflicts or miscommunications quickly and
• Regularly reports project status to supervisor and County Official(s) as
• Emphasizes the importance of maintaining equipment and machinery in safe operating condition.
• Required to be on call and/or on-duty to assist the community in preparing, responding and recovering from severe weather events.
• Performs other related duties as

SECTION ll - JOB REQUIREMENTS

EDUCATION AND·EXPERIENCE: (State the minimum requirements for formal education and job related experience)

Graduation from High School or General Education Development (GED) certificate and at least six (6) years progressively responsible experience in road maintenance and construction including two (2) year lead or supervisory capacity, or an equivalent combination of education and experience.

KNOWLEDGE, SKILLS AND ABILITIES: (As utilized in the performance of the Essential Functions of the job)

Considerable knowledge of road repairs and maintenance, considerable knowledge of all road construction tools and equipment, good knowledge of safety standard and practices. Skill in the operation of all related tools and equipment; skill in mathematical and general engineering functions. Ability to perform a variety of road repair and maintenance functions, including the operation of heavy road construction equipment and machinery, ability to communicate effectively verbally and writing, ability to establish and maintain effective working relationships with co- workers, department heads, County employees, outside agencies/vendors and the general public.

SPECIAL REQUIREMENTS: (Special licenses and other requirements necessary to obtain or retain the position)

Must possess a valid Texas Class C driver's license.

PHYSICAL DEMANDS: (State the physical requirements associated with performance of the Essential Functions)

Physical Ability: Tasks require the ability to exert medium physical effort in medium work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of heavy weight (50 - 100 pounds). Tasks may involve extended periods of time climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing, seeing, and repetitive motion at a keyboard or work station.

Sensory Requirements: Some tasks require the ability to perceive and discriminate sounds and visual cues or signals. Some tasks require the ability to communicate orally.

Environmental Factors: Essential functions are regularly performed with exposure to adverse environmental conditions. Exposure to damp/wet surfaces, duty conditions, fumes and odors, flammable liquids and high noise levels.

SECTION III - JOB DIMENSIONS

CONTACTS: (Nature of contacts, external relationships, and internal relationship)

External Contacts: Occasional contact with outside organizations and the general public. Communication is primarily face to face.

Internal Contacts: Constant contact with subordinates, co-workers and other County employees. Communication is primarily face to face, via telephone and through written communication.

RESPONSIBILITY: (Supervision, accountability, safety, budgeting, spending authority and confidentiality)

Primary supervisory responsibility for counseling, work assignments and training for the work unit. Job has significant impact on work unit operations and public image. Directly responsible for the safety of self and indirectly responsible for the safety of coworkers and subordinates. Shared responsibility for the proper and safe operation of advance warning traffic devices, traffic barricades, two-way radio, construction equipment, and basic office equipment. Job responsibilities include occasional handling of confidential information/documents such as personnel information.

DIFFICULTY: (Judgment, initiative and decision-making)

Moderate judgment is required to supervise County maintenance crews engaged in drainage projects and road maintenance projects. Uses broad discretion to complete work assignments. Initiative is constantly required to complete work assignments. Decisions are made regarding policy interpretation, project planning, group work scheduling and individual work priorities.

GUIDANCE: (Supervision received and level of independence)

Employee receives general supervision when performing the essential functions. Employee selects appropriate procedures required to complete work assignments.

WORKING CONDITIONS: (Describe working environment and other conditions of employment)

Working conditions are primarily outside with exposure to temperature variations, occasional exposure to damp-wet surfaces, dusty conditions, fumes and odors, flammable liquids and high noise levels.

This position is subject to a six (6) month probationary period prior to Civil Service eligibility. Must submit to a drug and alcohol evaluation.
