Pretrial Services Case Manager Assistant - Bonneville County

Starting Salary: Pay Grade 11 - starting salary $19.13 per hour

Work Hours: 40 hours a week

General Purpose

Perform a variety of working level professional duties related to management of Pretrial Services cases, along with entry level technical, administrative and clerical tasks to assist Pretrial Services Case Managers with casework and documentation.

Work under the general supervision of the Criminal Court Services Director.

Essential Functions

Investigate and monitor the backgrounds of the jail population to establish inmate profiles for review by judges, prosecutors, and defense attorneys; develop and monitor statistical data for trial court administrator, judiciary, jail management and county officials; make recommendations to the court and exercise decision-making in accordance with established guidelines, policy and procedure; prepare various documents, i.e., warrants, discharges, letters to clients, etc.

Perform interviews and screen inmates to determine eligibility for program participation; develop selection and screening criteria and/or follows established guidelines; participate in cross-training with jail staff; assist with indigence screening and needs assessments; perform follow-up investigations as needed to verify interview information; coordinate with various judicial offices and law enforcement personnel to assure quality selection of participants; develop pre-trial release agreements and secure client signatures.

Attend court and participate in arraignment proceedings; organize, control and coordinate pre-trial release court appearances and bonding activities for criminal defendants; may make recommendations to the court for bond reductions.

Establish and maintain contacts with key individuals involved in case management and compliance, i.e. probation officers, treatment providers, detectives, narcotic investigators, attorneys, judges.

Maintain various files to document written verification of client attendance at ordered meetings, training sessions, therapy, counseling, classes (AA program), etc.; update file records to reflect progress and completion of obligations.

Establish working relationships with various interstate and local agencies, and institutions, i.e. police, employers, etc. as needed to assist offender to successfully comply with release order; seek out alternative programs for offender regarding education, work and other activities.

Assist Pretrial Services Case Managers with case management by preparing and maintaining Pretrial case files and related documentation; schedule appointments for the Pretrial Services Case Managers to meet with clients as needed; prepare and submit various documents, reports, correspondence and other related materials.

Assist the Probation Secretary by receiving visitors, answering phones, making appointments, filing, entering data, and preparing various reports and correspondence as directed.

Ability to maintain regular, reliable patterns in work product and attendance according to Bonneville County's expectations.

Perform other job- related duties as assigned or required.

Minimum Qualification

1. Education and Experience:

A. Graduation from high school plus one year of post high school education or training;

AND

B. Two (2) years of responsible work experience at least one of which must be in a related field;

OR

C. An equivalent combination of education and experience.

2. Required Knowledge, Skills and Abilities:

Considerable knowledge of criminal justice system, complex and technical filing systems related to the county pre-trial case management; procedures related to a variety of court processes; laws governing pre-trial release compliance and sanctions; basic bookkeeping; basic mathematics; interpersonal communications and public relations; legal terms and definitions. Working knowledge of substance use disorder, mental health, and domestic violence, including screening and assessment tools.

Ability to communicate effectively both verbally and in writing; direct and maintain confidentiality in managing sensitive legal issues and cases; operate a variety of types of office machines; personal computer or terminal operation; develop effective working relationships with elected officials, legal professionals, subordinates and the public.

3. Special Qualifications:

• Must possess a valid Idaho driver's license
• Must be willing to work flexible hours including some evenings and weekends
• Must obtain NCIC certification within 6 months of hire
• Ability to speak both English and Spanish is preferred

4. Work Environment:

Tasks require variety of physical activities, occasionally involving muscular strain, such as walking, standing, turning, stooping, sitting, reaching, talking, hearing and seeing. Mental application utilizes memory for details, ideas and written and verbal communications, emotional stability, discriminating thinking, guided and creative problem solving. Exposure to potential stress inducing written, video, and photographic evidence related to criminal investigations is common. Occasional local travel required in performance of daily work assignments. The ideal candidate must be able to complete all physical requirements of the job with or without a reasonable accommodation.
