SUMMARY:
Define the scope of technical and quality engineering programs and develop effective, quality solutions to challenges involving unique or controversial problems. Creatively meet all company and industry requirements and apply site systems to achieve quality, cost-effective, and timely results. Provide quality guidance to less senior professionals on related tasks.
Apply technical and quality engineering experience in specialization to resolve complex problems. Incorporate advanced technical and quality engineering practices and a variety of complex features such as: complicated technical requirements, application of new or unique materials or processes, and complex coordination or oversight requirements into problem-solving and program planning. Provide leadership in determining solutions to complex problems and be recognized as having expertise in a functional area of technical and quality engineering specialization.
Provide direction and position responsibility both inside and outside department lines on programs seeking new approaches to problems and new applications of existing engineering and quality assurance principles; evaluate the results of programs through surveillance, monitoring, assessments, and reviews; prepare reports and recommendations based on these evaluations; and, identify and recommend
Improvements are needed where established technology, methodology, and procedures need to be improved. Stay informed of technological advancements and requirements as applied within one's specialization and expertise.Develop QA programs and procedures and ensure compliance and effective execution of technical and quality assurance requirements within the assigned facility or program area. Be accountable for compliance with the approved schedules and ensure that personnel under one's technical guidance are appropriately trained and effectively utilized.
Prepare plans, including schedules, budgets, and personnel requirements, to solve technical and quality engineering tasks identified by management. Develop schedules, monitor progress, monitor budget expenditures, and review the quality of work completed to ensure that technical and quality requirements are met.
Serve on a Facility Review Board, providing QA expertise in support of facility start-up and/or operation. Support facility/project needs within the assigned area by conducting procurement, procedure, and work package reviews.
Communicate objectives and results to customers, colleagues, and management. Prepare reports, professional papers, and articles for internal publication; Occasionally prepare reports for external publication. Communicate with DOE-SR personnel regarding the QA Program and corrective action status.
Enhance expertise in the field through leadership in local technical societies. Participate in national technical societies, advanced studies, or national consensus standards committees.
Demonstrate commitment to TQ concepts by active participation and successful implementation of Div./ Dept. TQ initiatives.
Serve as a QA expert in evaluating the QA Programs of major program participants, including subcontractors and suppliers, to recommend corrective actions, redirect efforts, and provide judgment regarding a project or facility's potential for success. Present findings to program or facility management and Site QA.
Perform other duties as assigned by management.

Education:
• BS degree in a technical discipline with 8-10 years of Quality Assurance, Quality Control, or Engineering experience in the fields of Operations, Maintenance, Construction or Industrial Manufacturing
• An associate degree and 10-12 years of practical experience in Quality Assurance, Quality Control, or Engineering experience in the fields of Operations, Maintenance, Construction or Industrial Manufacturing
• A high school diploma with at least 16 years of multi-disciplined professional Quality Assurance or engineering-related experience with increasing levels of responsibility in an operations, maintenance, construction, or manufacturing environment.
