About the Job
The County of Riverside's Transportation Department has multiple openings for Principal Engineering Technician (PET) to support Project Development and Capital Improvements Division.
Under direction of a Licensed Civil Engineer the PET leads a team in the development of plans, specifications, and estimates necessary to construct Capital Improvement Projects, assigning and reviewing the work of staff throughout the project. The positions will coordinate with project stakeholders to develop a clear scope of the project, maintain the project schedule and perform the review of their deliverables. The project stakeholders may include partner cities, Caltrans, Army Core of Engineers and various utility companies. The PET plays a critical role assisting the design group in obtaining maps from utilities, coordinating with various owners drafting and reviewing agreements to ensure that all changes and designs based on utility maps comply with relevant regulations and standards.
The department seeks applicants with thorough knowledge of Caltrans Standard Plans, Specifications and Contracts, the County of Riverside Special Provisions, Ordinance 461 and industry computer applications MicroStation, InRoads, ArcGIS, and ArcMap proficient in Office Suite. The most competitive candidates will be will be experienced in the reconstruction, resurfacing, widening and realignment of roadway projects with the ability lead, train, coach and mentor staff.

The Transportation Department is responsible for planning, designing, funding, building, operating and maintaining all roads, bridges, and transportation facilities within the unincorporated County territory.
EXAMPLES OF ESSENTIAL DUTIES
• Supervise, review, analyze, and integrate the work of technical staff.
• Consult with project coordinators or requesting agencies to define project scope, priorities and deadlines.
• Solve difficult technical and scheduling problems.
• Select and adapt plans, techniques, designs, or layouts for projects; develop cost estimates and scheduling for various projects; monitor quality and progress.
• Coordinate the development, maintenance and implementation of new and/or computerized applications; write project status reports, standards, procedures, and analysis summaries.
• Serve as liaison with users and clients to explain system, resolve problems and define needs.
• Analyze technical engineering data and prepare reports and recommendations.
• Review information submitted by outside agencies for accuracy and compliance with County standards.
• Participate in the selection and training of subordinate staff; evaluate the work of staff and resolve problems or recommend corrective disciplinary actions; assign work to subordinate staff based upon technical qualifications.
• Perform the most complex duties requiring extensive and thorough technical proficiency.
• Contact contractors, inspectors and the public as required by the work; expedite the work of the crew by gathering and recording field data and by translating engineering plans and specifications into lines and grades for construction purposes.
• Office: Supervise and participate in the preparation and checking of legal descriptions, land division maps, records of survey, corner records, and right-of-way maps.
MINIMUM QUALIFICATIONS
OPTION IExperience: Five years of increasingly technical and responsible sub-professional engineering experience, including at least one year at a level comparable to Senior Engineering Technician with Riverside County. (College level courses in civil engineering or closely related subjects may substitute for up to three years of the non-specialized required experience on the basis of 12 semester or 18 quarter units equaling one year of experience.)
OPTION II
Education: Graduation from an accredited college or university with a bachelor's degree in surveying engineering, civil engineering, or a closely related field.
Experience: One year as a Senior Engineering Technician on a field survey crew.
OPTION III
Certificate: Valid certificate of registration as an Engineer-in-Training issued by the California State Board of Registration for Professional engineers and three years of sub-professional engineering experience.
ALL OPTIONS
License: Possession of a valid California Driver's License is required.
Knowledge of: Civil engineering plans, maps and specifications; problems, techniques, and practices; engineering mathematics of above average difficulty; the elements of civil engineering design; construction terminology, methods and practices; computer aided design and drafting as applied to civil engineering work; technical report writing; the principles of personnel supervision and employee training.
Ability to: Examine, analyze and process engineering data; perform survey field work; compile complex written technical reports involving mathematical computations; establish and maintain cooperative relationships with representatives of departments and agencies; represent the department at meetings with other departments, agencies or the public; plan, organize; and supervise the work of subordinate personnel.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
- Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
- Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
- Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. Effective July 1, 2023 employee contributions are 7.25% and will increase to 7.75% effective July 1, 2024.

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
VACATION ACCRUAL (Bi-Weekly Accrual):
0< 3 year = 80 Hours (10 Days)
4< 9 years = 120 Hours (15 Days)
10 or more years = 160 Hours (20 Days)
Maximum Vacation leave accumulation is 480 hours.
SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.
HOLIDAYS: Normally 12 paid holidays per year.
BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance).
BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
DISABILITY - LONG-TERM DISABILITY (LTD): Benefit pays 66.67% of earnings to a maximum of $10,000 per month; 30-day waiting period; pays to age 65. Benefit can be coordinated with other available leave balances to provide up to 100% of pay.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable SEIU Memorandum of Understanding.
