About the Job
Essential Duties/Responsibilities (may include, but are not limited to):
- While working to achieve N3B LLCC objectives, will ensure all activities and operations are performed in a safe and deliberate manner; will maintain required safety, security and operational training; assure procedural and regulatory compliance; and make safety, security and quality an integral part of every task; including taking the necessary steps to stop work if continuing the job is unsafe or compromises security.
- Plans, solicits, awards and administers different types of contracts in accordance with established policies and procedures; interprets specifications and statements of work; analyzes proposals where price and/or technical evaluations are involved and makes decisions involving multiple objectives; researches and interprets regulations and contract requirements; and establishes objectives, performance criteria and measures regarding contract administration.
- High level of experience in the development of contracts, negotiating terms, and the contract approval process.
- High level of proficient writing and editing skills; experienced in doing research to build scopes of work, set minimum target levels, and develop performance measures.
- Excellent time management and problem solving skills, with the ability to exercise independent judgment.
- Excellent attention to detail in the processing and execution of work.
- Ability to communicate effectively, both orally and in writing.
- Ability to organize and prioritize work and meet critical deadlines.
- Possess a high level of motivation, energy, diplomacy and resourcefulness.
- Ability to work independently with minimal supervision and instruction, as well as collaboratively as part of a team.
- Ability to exercise sound independent judgment within general policy and regulatory guidelines.
Minimum Qualifications:
- Demonstrated knowledge of computerized purchasing operations, legal and ethical aspects of procurement, selection and evaluation of suppliers, cost/price analysis theories and techniques, negotiation strategies and techniques, and the award and administration of various types of contracts.
- Responsible for procurement and contracting activities and assisting others with procurement and contracting activities including planning, developing, writing, issuing, advertising, and coordinating solicitations and contracts. Leads the proposal evaluation and vendor selection process, negotiates or participates in negotiations, tracks and maintains all related documents and records, and ensures regulatory compliance.
- Acts as liaison with other departments, vendors, and regulatory agencies, as required.
- Responsible for interpreting regulations and policies, developing and implementing procedures, and providing expert guidance, assistance, and training to other department staff.
- Monitors contract-related schedules and budgets and tracks expenditures, progress payments, and invoices.
- Leads development and implementation of procurement and contract management and reporting systems; produces statistical and other reports for various user groups; and identifies opportunities for improvement.
- May supervise staff performing related purchasing, procurement, and/or contracting activities.
Education and Experience Required:
Bachelors' degree in appropriate discipline; however, a combination of education and relevant experience wherein the knowledge, skills and abilities to perform the position’s duties and responsibilities have been adequately demonstrated is acceptable.
The career level of the position will be determined by the years of relevant experience, knowledge, skills, and abilities; after a candidate has been chosen.
Working Conditions and Physical Requirements (Sedentary):
Work is performed in a standard office environment and involves sitting for extended periods. Work may require occasional light lifting and carrying of up to 15 pounds.
