PRIMARY PURPOSE:
Ensure that each student in the district derives maximum benefit from the expenditure of the District’s funds as set by the Board for the acquisition of supplies, services and equipment. Perform duties following Education Department General Administrative Regulations (EDGAR), Texas Department of Agriculture (TDA) and state laws and procedures and be a resource for district employees on the appropriate procurement method.
QUALIFICATIONS:
Minimum Education/Certification:
High School Diploma
College Credit in Business/Mathematics preferred
Work Experience in Business Operations preferred
Special Knowledge/Skills:
Strong communication, public relations, organizational and interpersonal skills
Working knowledge of data processing systems, computer applications and financial
applications, business systems and Microsoft Office Suite
Ability to operate office machines
Proficient skills in word processing and file maintenance
Ability to problem solve, research and learn applicable laws
Ability to work with all levels within the organization
Ability to interpret and analyze data
Possess basic accounting knowledge
Preferred Skills:
Experience working with customers
Effective communication skills verbally and written
Negotiation skills
Knowledge of the purchasing for an organization
Highly organized, ability to prioritize
Work Conditions:
Tools/Equipment Used: Standard office equipment including personal computer
and peripherals
Posture: Prolonged sitting; occasional bending/stooping, pushing/pulling, and twisting
Motion: Repetitive hand motions including prolonged keyboarding & use of mouse;
occasional reaching
Lifting: Occasional lifting and carrying (less than 50 pounds)
Environment: May work prolonged or irregular hours; must be able to work with frequent

Regular attendance is an essential function.
Minimum Experience:
Business office experience preferred
MAJOR RESPONSIBILITIES AND DUTIES:
- Initiate contacts with vendors relative to supply and equipment availability, invoices, purchase orders and contracts.
- Source products, vendors and studies comparative prices and quotations.
- Assist Director of Purchasing & Purchasing Supervisor with competitive bidding, informal quotations, and negotiation, and in compliance with Board policy, items of supply and equipment necessary for the operation of the school district.
- Prepare bid/quote tabulations and documented analysis in compliance with appropriate bid law.
- Investigate quantity and quality of commodities purchased.
- Assist Director of Purchasing & Purchasing Supervisor in all bidding documents, including notice to bidders, instruction to bidders, specifications and form of proposal.
- Monitor purchase requisitions to determine correctness of information, price extensions, coding information, etc.
- Expedite purchase orders and monitor status through receipt of order.
- Handle the return of goods to vendors.
- Maintain online purchasing catalogs and pricing.
- Assist the Director by developing and maintaining records, such as vendors' register, commodity register, and bidders’ lists.
- Assist with District credit card program.
- Understand, interpret and communicate the complexities of the Texas State Bid Law and Federal Education Department Governmental Administrative Regulations.
- Responsible for federal compliance.
- Follow district safety protocols and emergency procedures.
- Ensure compliance with all local policies and state and federal statutes including the Educator Code of Ethics.
- Perform such other tasks and accepts such other responsibilities as may be assigned.
