Job Overview:The incumbent will provide support as a lead to the Procurement Manager in addition to being responsible for all procurement activities in support of assigned project tasks, including construction, services, materials and equipment. This includes the preparation of solicitation packages, negotiating, awarding and administering purchase orders and subcontracts, through closeout. The incumbent works with the Acquisition Policy Team/Procurement Contract Manager, Project/Program Manager, and other project site personnel to complete procurements as expeditiously and economically feasible. It is the responsibility of the Procurement Specialist to ensure that the procurement process is compliant with the guidelines of corporate procurement policy. The incumbent is responsible for follow up, administration, and close out of purchase orders and subcontract actions.

Responsibilities:Essential Duties & Job Functions:
- Understands and follows procurement policies and procedures.
- Ensures appropriate commodities and equipment are procuredin a timely manner to support processes and schedules.
- Reviews certified payrolls. Resolves discrepancies.
- Assists in compliance reviews.
- Identifies cost reduction opportunities.
- Seeks new supply sources.
- Develops and maintains Approved Supplier/Subcontractor Lists.
- Evaluates performance of suppliers/subcontractors.
- Determines type of agreement and method of award.
- Prepares and issues solicitations.
- Reviews purchase requisitions for accuracy and completeness.
- Ensures appropriate FAR/DFAR clauses are included.
- Negotiates with suppliers/subcontractors.
- Evaluates proposed prices and terms from suppliers/subcontractors.
- Conducts price/cost analysis.
- Prepares Source Selection documentation.
- Coordinates a technical analysis when required.
- Coordinates legal review when required.
- Prepares all procurement documentation associated with the evaluation, award, administration and closeout.
- Prepares purchase orders, subcontracts, and Blanket Purchase Orders as applicable.
- Files documentation in accordance withappropriate checklist
- Administers Purchase Orders and Subcontracts.
- Negotiates modifications / Prepares modification packages.
- Works on termination actions as required.
- Prepares Purchase Order/Subcontract Closeout.
- Review subcontractor insurance certificates for compliance with subcontract terms.
- Other duties as assigned.
Lead Duties:
- Assisting Procurement Manager in deliverables.
- Training new employees or existing employees on processes.
- Communicating scheduling changes or task changes
- Scheduling of tasks of peers within the department.
Mandatory:
- Four-year college degree in a business/legal discipline plus three (3) years of specialized government purchasing experience. (The four-year college degree may be substituted with a High School Diploma or equivalent; plus five (5) years of specialized government purchasing experience.)
- Working knowledge of FAR/DFARS contracting policies and procedures.
- Knowledge and experience with federal government procurement specifications and standards.
- Ability to acquire and maintain government identification/common access card.
- Ability to deal with a variety of people in a professional, courteous manner in diversified situations.
- Valid state Driver’s License with acceptable driving record pertinent to the position.
- Ability to successfully pass any background checks and/or drug testing required on the contract.
- U.S. Citizenship.
- Ability to obtain access to U.S. Government Installations through the Defense Biometric Identification System (DBIDS).
