The Procurement Specialist is a key member of the Procurement team responsible for supporting key areas of the partner experience, including but not limited to assisting with the daily activities of the department, handling routine purchases of products and services, researching, comparing, evaluating prospective suppliers. Under general direction of the AVP Procurement, the Procurement Specialist provides general supervision over professional, technical and clerical staff engaged in purchasing activities, including planning, directing, and coordinating the purchasing activities for the organization
Responsibilities
- Standardize / purchase supply of products / materials through DSSI / Procurement Partners
- Develop budgets in DSSI / Procurement Partners
- Lead implementation of food ordering through GFS for small houses
- Track and record orders and report out monthly for order guide compliance
- Help to develop standards / formularies for clinical, office products, DME, HVAC, flooring and food
- Analyze market and delivery systems for each supplier
- Work with AVP of Procurement on managing Capital Request
- Consolidate capital request to obtain volume ordering
- Monitor order expense, auditing purchases – like small equipment – to make sure the communities are purchasing from preferred providers and appropriately being charged per our contracts.
- Work with AVP Procurement to communicate performances and costs on quarterly basis to Executive Leadership
- Recommend new processes or systems for improvement; implement new ideas and strategies
- Create scorecard measurement system for suppliers to track values
- Communicate with vendors, clients, customers, team members, and managers to align goals
- Maintain drivers list for all locations
- Manage MVR's for all drivers
- Run MVR's for all current drivers and new drivers
- Manage and maintain all vehicles within Otterbein Fleet including buses and maintenance vehicles
- Review Entegra Artificial Intelligence to ensure food purchases are under contract and we are obtaining best cost
- Work with AVP Procurement to maintain GPO agreements
- Maintain liability insurance certificates for all service suppliers
- Work with AVP Procurement to maintain contracts on share point database
- Work with accounting to manage CER projects to reduce spending
Qualifications/Special Skills/Requirements:
- High degree of confidentiality and the ability to treat all matters with the appropriate discretion

- Professional demeanor with the ability to adapt with individuals regardless of position/level within the organization
- Conscientious and proactive approach to situations with high attention to detail
- Considerable knowledge of business practices related to purchasing.
- Considerable knowledge of contract documents, solicitation methods and contract administration related to procurement
- Good knowledge of laws, policies and procedures governing public procurement.
- Good knowledge of contract law.
- Good knowledge of mathematics to perform computations and collect statistics for basic cost and price analysis.
- Good knowledge of infrastructure project delivery methods, including design-bid-build, designbuild, construction manager-at-risk, and job order contracts.
- Some knowledge of cost accounting as it relates to price and cost analysis.
- Considerable skill in researching and preparing highly complex specifications, solicitations and contract documents.
- Considerable skill in negotiating contracts.
- Working skill in project management.
- Working skill with computers, including automated purchasing systems and common office software and productivity tools.
Experience:
- Bachelor's degree from accredited post-secondary institution, OR
- 6+ years of relevant experience, OR
- Combination of relevant education, certification, and experience
- Experience with DSSI
- Experience with WorxHub
- Working knowledge of procurement functions
- Minimum three (3) years progressively responsible experience in public purchasing, including supervisory responsibilities.
- Prior experience with Microsoft Office products is highly desired
