About the Job
Key Responsibilities:
Review, interpret, and enforce local, state, and federal building codes, zoning laws, and ordinances to ensure compliance in the design, construction, and maintenance of buildings and properties for NYS.
Conduct onsite inspections to assess whether buildings, structures, and land uses conform to zoning and building regulations.
Issue correction notices, citations, or stop-work orders to property owners, contractors, or developers for non-compliance with codes and ordinances.
Ensure that all construction and renovation projects comply with safety, environmental, and public health regulations.
Conduct engineering evaluations and reviews of plans, blueprints, and technical documents for new construction and renovation projects to verify compliance with structural safety, building codes, and engineering standards.
Analyze structural calculations, load-bearing capacities, foundation stability, and other engineering aspects of buildings to ensure compliance with safety regulations.
Maintain up-to-date knowledge of NYS building codes, zoning laws, and environmental impact requirements.
Conduct inspections at various stages of construction and for completed projects, ensuring compliance with all building codes and zoning laws.
Investigate complaints regarding possible code violations, unsafe structures, and non-compliant land uses.
Assess the structural integrity of existing buildings, especially those involved in renovations, additions, or suspected of being unsafe or in violation of codes.
Prepare detailed inspection reports and provide recommendations for corrections and enforcement actions.
Prepare technical reports, violation notices, and court documentation when needed for legal proceedings or code enforcement hearings.
Collaborate with architects, engineers, developers, and contractors to address code compliance issues and provide engineering solutions to complex code challenges.
Maintain comprehensive records of all inspections, code violations, enforcement actions, and engineering assessments.
Assess the risk and impact of non-compliance on public safety, the environment, and property values.
Develop and implement safety strategies for construction projects and building maintenance programs to prevent code violations and promote compliance.
Qualifications:
Bachelor’s degree in Civil, Structural, or Mechanical Engineering (Master’s degree preferred).
Must hold a valid Professional Engineer (PE) license in New York State.
Certification as a Code Enforcement Official through a recognized organization such as the International Code Council (ICC) or state certification program is required.
Additional certifications related to specific inspection fields such as plumbing, electrical, or fire safety are advantageous.
At least 3+ years of experience in engineering, with a focus on construction, structural design, or code enforcement.
Proven experience in building inspections, construction management, or a related field involving code compliance.
In-depth knowledge of NYS local, state, and national building codes, zoning regulations, and land use ordinances.
Strong engineering and technical knowledge in the areas of construction, structural integrity, and safety regulations.
Proficiency in reading and interpreting blueprints, technical drawings, and construction documents.
Excellent analytical and problem-solving skills and the ability to apply engineering principles to ensure compliance with building codes.
Strong verbal and written communication skills for preparing reports, issuing notices, and providing testimony in hearings or court cases.
Proficiency with computer software, including inspection and compliance management systems, as well as Microsoft Office Suite.
Valid driver’s license and willingness to travel to different project sites as needed.
Preferred Requirements:
Masters degree in Engineering or a related field.
Experience with environmental impact assessments and sustainability projects.
Familiarity with NYC/NYS construction codes and standards
