Program Analyst (GFP/GFE/GOM Manager)
Bowhead has an immediate opening for a Program Analyst (GFP/GFE/GOM Manager) with NAVAIR (or other DOD) material management support expertise to join our team. This position directly supports PMA-263 Small Tactical Unmanned Aircraft Systems (UAS) Program Office at NAS Patuxent River.
Responsibilities
The Program Analyst Journeyman applies analytic techniques in the evaluation of program/project objectives. Analyzes requirements, status, budget and schedules. Performs management, technical, or business case analyses. Collects, completes, organizes and interprets data relating to aircraft/weapon/project acquisition and product programs. Tracks program/project status and schedules. Applies government-instituted processes for documentation, change control management and data management.
Primary duties may include but is not limited to:
+ Provide material management support to ensure all Government Furnished Equipment (GFE)/Government Furnished Property (GFP)/Government Owned Material (GOM) contractual dates are met. Interface with commercial vendors, track repairs and funding, note deficiencies to IPTL, monitor and prioritize repair workload, and address/resolve support equipment issues.
+ Assist the Product Support Manager (PSM) in property management and accountability of property upon receipt, delivery and acceptance on behalf of PMA-263.
+ Assist the PSM in ensuring changes to the property records for all transactions are generated as required (e.g., loan, loss, damage, disposal, inventory adjustments, item modification, transfer, sale) and retain appropriate support documentation (e.g., DD Form 250, DD Form 200, DD Form 1348-1A, DD Form 1149).
+ Develop, coordinate, and file quarterly Military Equipment Valuation (MEV) report in accordance with NAVAIR's property management policies and the basic Government property accountability requirements
+ Other duties as assigned.
Qualifications
+ BA/BS degree with three (3) to ten (10) years of experience performing duties described in the functional description.
+ Minimum of eight (8) years of experience managing GFE, GFP, and GOM for a NAVAIR program.
+ Must be knowledgeable in NAVAIR’s property management policies and the basic Government property accountability requirements.
+ Intermediate to advanced level skills in Microsoft Office software suite - Word, Excel, Outlook, PowerPoint.
+ Ability to communicate effectively with all levels of employees and outside contacts
+ Strong interpersonal skills and good judgment with the ability to work alone or as part of a team
Physical Demands:
+ Must be able to lift up to 25 pounds
+ Must be able to stand and walk for prolonged amounts of time
+ Must be able to twist, bend and squat periodically
SECURITY CLEARANCE REQUIREMENTS: Must currently hold a security clearance at the Secret level. US Citizenship is a requirement for Secret clearance at this location.
