Summary About the Position: This is a Program Analyst position with USACE Little Rock District, Operations Division. This position is located in Little Rock, AR. This position may be filled at the GS-11, with promotion potential to the GS-12 or filled at the full performance GS-12 grade level. Promotion to the full performance grade level is at the discretion of management. Responsibilities Serves as a program analyst for Operations Division As a Program analyst, work with Division and Branch managers to support establishment of annual resource schedules for all Operations and Maintenance projects in the Little Rock District. Develops and implements resource loading and maintaining protocols. Provides coaching and guidance to field and District Office staff on the use of funds management tools and techniques, policy, or procedural revisions that will improve schedule and budget accuracy. Assists management in the planning stages of organizational staffing needs by providing advice on the logical relationships of resources, funds availability, and full utilization of needed positions. Works with Branch Chiefs and Administrative Assistants to identify and confirm the accuracy of operating costs for each line item of the budget. FOR THE GS-12: One year of specialized experience equivalent to the GS-11 grade level in the Federal service which includes 3 of the following: 1) Analyzing budgetary changing needs to determine courses of action; OR 2) Performing reviews of budget data to evaluate actual performance against established management objectives; OR 3) Researching current and historical budgetary data in order to improve overall efficiency; OR 4) Scheduling of funded work packages using an automated financial tracking system; OR 5) Coordinating reallocation of funding actions using an automated financial tracking system. FOR THE GS-11: One year of specialized experience equivalent to the GS-09 grade level in the Federal service which includes 3 of the following: 1) Analyzing budgetary trends to help determine courses of action; OR 2) Utilizing current and historical budgetary data; OR 3) Scheduling of budgeted work packages; OR 4) Moving of funds (reallocate or reprogram); OR 5) Using automated financial tracking system. You will be evaluated on the basis of your level of competency in the following areas: Budget Administration Financial Management Human Capital Management Planning and Evaluating Time in Grade Requirement for the GS-12: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). Time in Grade Requirement for the GS-11: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09). Education Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required. This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.
