Summary This announcement is open to ICTAP/CTAP, VEOA and Military Spouses ONLY. As a Program Analyst for the Federal Acquisition Service (FAS), Office of Fleet Management, Zone 2 serving as a trainee providing analysis of a variety of subject matter relating to the effectiveness of assigned Regional/Central Office program operations. Location of position: Miami FL Responsibilities As a Program Analyst, assignments consist of learning the scope and foundation of agency administrative and program activities; agency missions, policies, and objectives; and management principles and processes to serve as an analyst to management on the evaluation of the effectiveness and efficiency of government programs. You will perform the following duties: With close guidance and instruction, uses basic qualitative and/or quantitative techniques to the identification, consideration, and resolution of issues or problems of a routine nature.. With close guidance, on routine matters, reviews, monitors, and evaluates program’s progress to meeting specific goals and objectives. . With close guidance, provides input regarding trends and recurring problems impacting Fleet program(s). With close guidance and instruction, reviews information, reconciles conflicting data, and analyzes findings. With close guidance, assists in developing proposals and/or reports for management to explain analysis of the subject matter involved. With close guidance and instruction, assists others in developing opportunities for new or improved business solutions. With close guidance and instruction, assists in performing needs analysis to define opportunities for new or improved business process solutions. With close guidance and instruction, assists in coordinating implementation of new or improved business process or systems solutions.. Customer Service With close guidance and instruction, serves as a point of contact on routine matters only for internal and external stakeholders and provides timely and quality responses to support GSA Office of Fleet Management goals and objectives. With close guidance and instruction, assists in scheduling, conducting research, and/or preparing assigned parts of briefings for higher level management Fleet Knowledge With guidance, assists in planning and setting up training on GSA Office of Fleet management processes and projects as assigned. With close guidance and instruction, assists in coordinating with other divisions and zones to determine the impact of such changes. With close guidance and instruction, assists in reviewing new or modified legislation, proposed regulations or agency guidance for projected impact upon the Fleet program. Requirements Conditions of Employment Males born after 12/31/1959 must have registered with the Selective Service U.S. Citizenship or National Apply online (See How to Apply section.) Generally, first time appointees to Federal civilian service have their salary set at the beginning rate of the grade for which they are selected; unless prior approval has been received to adjust the salary based on superior qualifications of the applicant. Salary will be based upon location where your are selected. Specialized Experience : Applicants must have at least one year of specialized experience equivalent to the GS-5 level in the Federal service. Specialized experience is experience gathering data and applying analytical and evaluative techniques to identify and resolve issues/problems relating to business and management practices and procedures, organizational structure, and/or work processes; compiling and presenting data orally and/or in writing; and interpreting and applying regulations and/or policies. OR Education: One full year of graduate level education leading in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Superior Academic Achievement: Superior Academic Achievement (SAA) at the baccalaureate level is fully qualifying at the GS-7 level. To claim SAA, submit documentation of one of the following: Class standing -- You must be in the upper third of your graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses. Grade-point average (rounded to one decimal point) of: a. 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of your curriculum; or b. 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in your major field or the required courses in your major field completed during your final 2 years of the curriculum. Election to membership in a national scholastic honor society in one of the national scholastic honor societies listed by the Association of College Honor Societies.
