This position is located at Consumer Financial Protection Bureau, TECHNOLOGY AND INNOVATION. The incumbent serves as the principle with responsibility for the oversight of a wide variety of procurement, budget and office operational services across the Technology and Innovation Office.
Responsibilities
As a Program Analyst (Operations Analyst), you will:
- Provide technical advice and guidance on all information technology contracts. Coordinate the gathering and organization of requested materials from across T&I teams to facilitate timely responses. Assist in the reviews of audit and internal controls reports of findings and makes effective recommendations on eliminating causes of findings. Coordinate with T&I teams, responses to audit requests and drafts responses to audit findings. Monitor issues identified in audits and manage and track remediation efforts and corrective actions across T&I teams and conduct follow-up analysis as necessary.
- Develop short and long term acquisition strategies and associated procurement roadmap that supports the CIO's strategic plan and priorities; ensure alignment to division's budget and hiring allocations and requests. Gather data to assist the CIO in developing budget recommendations. Establish and maintain division records to monitor and track contract expenditures against budget allocations in coordination with the Office of the Chief Financial Officer. Provide regular updates of budget status, identifying potential problem areas, and recommend actions to resolve variances. Develop financial reports and spreadsheets for use in responding to inquiries from all levels of the CFPB, and outside sources.
- Serve as a Contracting Officer's Representative (COR) for selected T&I contracts. Monitor and track contractor performance, deliverables, schedule and costs in an effort to provide effective and consistent oversight of IT contracts. Develop metrics or other evaluation criteria to assess contractor performance. Identify problems that threaten contractor performance and proactively seeks to resolve issues. Coordinate activities among T&I program areas, the Procurement Office and the Bureau of Public Debt as required to ensure effective contractor performance and management oversight of T&I contracts.
