Program Analyst Duties:
- Provide professional and functional program assistance to government customer for daily business operations, as well as interaction and coordination with external customers.
- Familiarity with DoD and Army financial planning, programming, budgeting, and execution with multiple appropriations, including P&R Forms. Assist in preparation of budget submissions.
- Working knowledge of Army and DoD financial management business processes.
- Ability to organize, analyze and consolidate financial data for program planning, reviews, and reporting. Capable of tracking historical budgeting data.
- Ability to perform research and work with government supervision to develop supporting products used for defending the budget and spend plans to internal/external stakeholders.
- Track budgets, review, analyze, and interpret financial information against established metrics.
- May assist with schedule management for cyber team events and missions. Regular engagement with division staff, attending meetings, creating minutes, tracking action items and suspense dates.
- Preparation and support for meetings with customers, senior Army officers and civilians, corporate executives, government action officers, and other vendors. May develop charts or narrative for customer, including portfolio briefs and supporting portfolio reviews.
- Serve as primary customer interface, responsible for coordination, integration and synchronization of staff actions, requirements, and funding. Facilitate internal communication, including coordination and collaboration with all levels of staff.
- Support tracking of division requirements and taskers and contract actions. Responsible for coordinating, integrating, and synchronizing activities between multiple departmental activities, including acquisitions, contracting, budget/financial, and technical; both internal & external.
- Assist with tracking of division 7600A/Support Agreements (SA) and approvals. Manage and track SA status, expiration, and changes. Support G-Invoicing tasks as needed. Communicate and coordinate with external customer as well as internal technical and functional staff.
Qualifications:
- Bachelor's degree in a related field.
- At least 3 years of relevant experience.
- Experience in Army financial management and knowledge of Army standards, systems, appropriations, processes, and data.
- Outstanding verbal and written communication skills, with the ability to clearly communicate with all levels of an organization, including senior military and government civilian personnel.
- Must be a self-starter and be able to work both independently and interact closely with team members for issue resolution, troubleshooting, and solution identification.
- Excellent organizational and time management skills, including the ability to prioritize work and meet deadlines with attention to detail.
- Advanced proficiency in Microsoft Excel, PowerPoint, and Word, with the ability to manage and manipulate large amounts of data and translate it into easily interpreted reports.
- Ability to think strategically and be comfortable working in a rapidly changing environment.
- Exceptional attention to detail.
- Excellent organizational and time management skills, including ability to prioritize work and meet deadlines.
- Ability to think critically and perform sound analysis.
- Must be comfortable working in a fast paced, high visibility environment.
Clearance: Must have an active Top Secret with SCI clearance.
Worksite details: Hybrid work schedule (approximately 60% telework, 40% onsite). Occasional travel will be required.
