Summary This position is in the Planning, Programming and Environmental Branch, Western Federal Lands Highway Division, Federal Highway Administration. They participate with Program Managers, Finance Staff, and Financial Manager in adapting, implementing, and monitoring policies, processes, standards, guidelines, and priorities related to programming and finance principles, such as cost allocation of overhead expenditures, fixed assets, project closeouts, and other program management functions. Responsibilities As a Program Analyst, you will: Adapt, implement, and monitor processes, policies, standards, and guidelines related to finance and programming principles. Track information and develop reporting mechanisms. Advise on the potential benefits/use of automation or technology to improve the efficiency of support or program operations. Obtain, analyze, and present information from a variety of sources. Coordinate closely with internal and external staff to obtain information, reconcile issues, communicate information related to program and finance principles. The ideal candidate is an experienced and highly motivated person looking to expand their knowledge and experience in governmental finance, budgets, and information control systems. Exceptional analytical and attention to detail skills. Has the highest level of effective communication with all levels of the agency. BACKGROUND INVESTIGATION: You will be required to complete a background/security investigation and meet preliminary requirements prior to onboarding. PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed). TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F. TELEWORK ELIGIBILITY: This position is approved for occasional telework. The number of telework days approved is determined by the agency policy, emergency situations, the approval of your immediate supervisor, and if applicable, approval of additional officials. You are required to report to the office on a regular basis since this is not a full-time telework position or approved as a remote work position. Qualifications To meet the minimum qualifications for this position, you must meet the specialized experience requirements. For the GS-11: You qualify for this grade level if you meet one of the following experiences and/or education requirements. On Experience, you must have at least one year of experience, equal or equivalent to the GS-09 grade level, which included: Experience in one of the following areas cost allocation of overhead expenditures, fixed assets, project closeouts or tracking allocations; AND Experience using basic management tools, such as Excel, Access, PowerBI, etc., to extract recurring observations from various data sources that serve the routine needs of users and decision-makers; AND Experience with the coordination and administration of budgeting and/or financial activities, and program oversight of a program. Or on Education, you must have 3 years of progressively higher level graduate education leading to a Ph.D. degree OR Ph.D. or equivalent doctoral degree. You can also have a combination of graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application. For the GS-12: You qualify for this grade level if you have at least one year of specialized experience, equal or equivalent to the GS-11 grade level, which included: Experience in analysis of key business processes and facilitating task teams toward effective solutions; AND Experience applying qualitative and/or quantitative analysis techniques for the assessment and improvement of management processes and systems; AND Experience analyzing and interpreting law/regulations, conducting qualitative and quantitative research, and/or reviewing documents in response to internal and external audits (e.g., financial or program audits). You cannot qualify on education at grades GS-12 and above, you must meet the specialized experience for each grade, which is cited above. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Financial Analysis - Knowledge of the principles, methods, and techniques of financial analysis, forecasting, and modeling to interpret quantitative and qualitative data; includes data modeling, earned value management, and evaluating key financial indicators, trends, and historical data. Administration and Management - Knowledge of planning, coordination, and execution of business functions, resource allocation, and production. Data Management - Knowledge of the principles, procedures, and tools of data management, such as modeling techniques, data backup, data recovery, data dictionaries, data warehousing, data mining, data archiving, data disposal, and data standardization processes. Oral Communication - Express information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Written Communication - Write in a clear, concise, organized, and convincing manner for the intended audience. For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Students enrolled in a qualifying degree program can apply to the GS-11 if the anticipated graduation date is within six months of closing date of the announcement. Graduation transcript must be received before start date. Other applicants must meet all qualification requirements by the closing date of this announcement.
