DutiesSpecific duties include: - Establishes and compiles data for reports in order to develop and conduct comprehensive investigative studies for decision making purposes.
- Expert in admin of Electronic Contract Management System (eCMS), Integrated Financial and Acquisition Management System (iFAMS),Federal Procurement Data System-Next Generation (FPDS-NG), and Centralized Administrative Accounting Transaction System
- Organizes and analyzes data from all sources, using statistical methods to ensure validity of results.
- Expert in analyzing, interpreting, interrelating, and evaluating the retrieved information. The incumbent has expertise in verifying, determining the credibility, value, significance and relevancy of all data/information.
- Uses data systems to structure, review, and present to management information that is accurate and usable in the decision-making process
- Possess knowledge of complex acquisition databases to include: eCMS, IFCAP, FPDS-NG, and CPARS
- Provides technical expertise during exploratory and informative systems for managerial planning, policy formulation, and decision-making actions
- Knowledgeable in Public Laws, VA Manuals and Directives, FAR/VAAR serve as the basis for interpretations, decisions, and correct application of VBA's data systems, principles, contract methods, and techniques.
- Serves as a resource in conducting file searches, program needs analysis, employee/ organizational efficiency and productivity and recommending changes or improvements in organization, staffing, work methods, and other actions.
- Responsible for troubleshooting system errors. Handles initial user problems related to software or hardware. Identifies and implements changes to correct problems which have been encountered.
- Develops programs to support computer-enhanced systematic internal reviews to provide comprehensive analysis on a wide variety of VBA acquisition functions and are to be conducted on a systematic basis.
- Plans, organizes, and conducts computer systems training programs which will promote the highest standard of employee efficiency, computer skill, and motivation.
- Provides advice and assistance to management, employees, and customers for all training and development needs for all of VBA's data systems.
- Responsible for data validation and reporting. Produces administrative and research reports from VBA's database(s), functions as an information liaison with other VA staff within workgroups to provide open lines of communication.

TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below: GS-13 Grade Level:- Specialized Experience: Specialized experience is defined as experience equivalent to the GS-12 level in the Federal service related to the support of federal procurement and its relationship within acquisition systems.
- In federal procurement support activities include acquisition and procurement data calls, data analysis, data mining, systems support and technical problem solving across a myriad of acquisition systems.
- Illustrative experience includes technical competence in general aspects of contracting so as to identify the relation to utilizing systems to properly obligate funds.
- Specialized experience also includes user and administrative experience in Contractor Performance Assessment Reporting System (CPARS), Federal Procurement Data System (FPDS), Past Performance Information Retrieval System (PPIRS) and the procurement and financial modules of the Integrated Financial and Acquisition Management System (IFAMS) suites.
- The incumbent must demonstrate independent technical credibility to be able to work across the Administration and the Agency and possess interpersonal skills to relay the Administration's position in enterprise-wide decisions within acquisition and financial systems to ensure mission can be met.
