Duties- Oversees the evaluation plan of training programs against short- and long-range agency and LDD objectives.
- Serves as the LDD expert on applications for leadership and professional development training courses.
- Responsible for researching, announcing, and advising on all long-term training and leadership development programs to include the preparation of functional reviews and HCS endorsements.
- Develops short- and long -range workforce succession plans, considering such factors as the effect of training on retention, turnover, and mission. To identify workforce dynamics, trends, and anticipated changes that would impact the workforce.
- Identifies training resources needed and establishes milestones and goals to produce meaningful and measurable leadership development program results.
- Leads the development and implementation of employee development policies, procedures, and occupational standards.
- Leads the design of pilot and/or prototype training programs, designed to enhance employee development and training initiatives.
- Serves as subject matter expert for the independent facilitation and/or instruction for in-person, virtual, and hybrid synchronous and asynchronous training programs.
- Analyzes training evaluation reports and program statistical data to make recommendations on performance trends and anticipates training needs for improving training programs and organizational effectiveness.
- Provides expert analysis and recommendations to HCS and L&D management for training program improvement.
- Performs organizational analysis for key leadership and development training programs which have an impact on the VBA's mission and employee professional development.
- Recommends, analyzes existing and emerging policies and operating plans to make recommendations for improvement, including strategic leadership training initiatives to strengthen the VBA workforce.
- Fosters and promotes a spirit of cooperation between the various VA entities and apprises the L&D Director and Chief of required interactions between them.
- Interfaces with managers and executives both within and outside the Department of Veterans Affairs (VA).
- Maintains training program and administrative reference materials including program/project files and relevant background documents.
- Prepares and/or advises in the preparation of replies to important correspondence of an especially complex or sensitive nature.
- Executes communications plan to inform VBA leadership, employees, and other entities on pertinent leadership development training program information.
- Represents L&D on VA learning and develop councils and subcommittee meetings and conferences in order to develop working relationships with VA, VBA, HCS, and other federal, state, and local government organizational elements.
- Visits government, academic, and private sector facilities for the purpose of discerning employee development and training "best practices", which may have the potential for adaptation within VBA.

- Provide instructional delivery and facilitation of leadership curricula. Able to be the primary consultant, technical advisor, and subject matter expert (SME) on leadership development training programs.
- Plan, conduct, and report on a variety of highly complex and technical work methods, procedures, and training delivery systems.
- Work creatively to find solutions to complex problems and provide recommendations on potential courses of action.
- Provides expert analysis and advice on agency-wide leadership training programs, with only basic background information, while applying advanced analysis techniques to interpret program requirements.
- Knowledge of the methods, techniques, and tools used to analyze program, organizational, and mission performance; includes methods that deliver key performance information used to inform decisions, actions, communications, and accountability systems.
- Acts as a liaison and/or handles communications with persons and/or groups within and outside of the organization.
- Expresses information to individuals or groups effectively, taking into account the audience and nature of the information; makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

- This includes serving as the primary consultant, technical advisor, and subject matter expert on leadership development training programs.
- Plans, conducts, and reports on a wide variety of highly complex and technical work methods, procedures, and training delivery systems. Responsible for the study of major and complex management problems, defining metrics, and providing recommendations that have an extensive impact training programs.
- Leads classroom training and instruction on a myriad of soft skills, professional and leadership development topics to junior and senior level employees in support of growing the talent pipeline.
