Summary of Services:
The Program Data Manager will provide direct support to the Biomedical Impact of Flight Branch (RHBF) in conducting research and technology evaluation in hazard mitigation, public health, contingency operations, performance enhancement, human systems integration, and clinical aerospace medicine disciplines including aeromedical evacuation. This includes providing research and consultative capability for aeromedical, chemical, biological, and radiological health hazard needs, as well as research for the biomedical impact of flight.
Working Hours:
The Program Data Manager will normally be from Monday through Friday, 0800-1700, excluding Federal holidays. However, there may be times when it is necessary for the contractor to work after duty hours in support of specific tasks. Although schedule may have to be flexible, work will not exceed 40 hours per week.
Mandatory Qualifications:
- Possess a minimum of a bachelor's degree in one of the following areas: business administration / management, logistics management, project management, operations management, organizational management, information systems, library science, and/or computer science.
- Possess one of the following minimum training requirements:
- Defense Acquisition Workforce Improvement Act (DAWIA) career field certification (APDP Level I or higher) in Life Cycle Logistics (LCL).
- A minimum of 15 years demonstrated experience with DoD configuration management in a Department of Defense (DoD) work environment in lieu of a Certification.
- Possess at least 5 years of demonstrated experience in DoD logistics and /or configuration management in a Department of Defense (DoD) work environment.
- Demonstrated experience in developing and managing databases (Excel) utilizing version control, configuration management control, customer service, SharePoint, process improvement, and troubleshooting.
Desired Qualifications:
- Trained in and/or have experience with DoD Records Management policy and guidance.
- Trained in and/or have experience with managing both Share Drive, Sharepoint, and/or electronic records systems is desired.
- Trained in and/or have experience with Project Management Resource Tools (PMRT) and Program Data Alignment App is desired.
Duties/Responsibilities:
- Demonstrate excellent communications and facilitation skills while performing the duties as assigned, as well as the ability to work and complete assignments independently.
- Demonstrate strong proficiency in Microsoft software programs while performing the duties within this PWS to include Word, Outlook, PowerPoint, and Excel spreadsheets to support the development of electronic products.
- Support project reporting and deliverables to Division, Wing officials, and identified program/project stakeholders both ad hoc weekly and other formal program reviews.
- Provide senior configuration/data management expertise to support operations within the medical funded Human Performance Research portfolio.
- Apply DoD records management policy, principles, and configuration management capabilities to design, develop, implement, oversee, and operate a configuration management program across the AFRL project life cycle.
- Access and conduct all necessary actions in various DoD systems (AFRL App, PMRT, PDAA, Share Drive, Sharepoint, etc.) to ensure R&D portfolio records management and requests for information compliance.
- Ensure entries are reviewed and cataloging is completed with quality assurance and 100% accuracy.
- Work with a team of program managers, finance, contracting, business analyst, scientists, engineers, clinicians, research assistants, and other support contractors to collect and store project / program data relevant to meet DoD and AFRLI records management policy and research program needs.
- Employ the skillset to support the records management process to include distribution and storage of project level artifacts (data, reports, correspondence) and multiple contract data requirements list (CDRL) deliverables across multiple contracts.
- Ensure discovered problems/issues are clearly defined and the necessary corrective actions are implemented in a timely manner and/or risk a mitigation measure is in-place to support research project(s) execution.
