Program Director (3677) - International Executive Service Corps

Eagle Harbor, LLC, a subsidiary of Three Saints Bay, LLC, a Federal Contracting leader, is seeking a Program Director to support our government client in Washington, DC.

Responsibilities:

1. Manage and implement the overall program requirements for OFLC Mission Support contract to provide case and administrative services for the timely processing of employer applications for permanent and temporary labor certification and requests for prevailing wage determinations authorized under the Immigration and Nationality Act (INA) and Federal regulations.
2. Serve as the primary point of contact (POC) to the Government, responding to questions, concerns, and comments, and proactively updating OFLC on potential issues.
3. Implement and ensure compliance with the contract’s Quality Assurance and Surveillance Plan (QASP) performance goals and objectives.
4. Lead and direct the work of others, providing leadership to all elements of the contract and coordinating activities and schedules of project managers at remote sites.
5. Oversee the day-to-day case and administrative support services of all contractor staff at designated locations by the OFLC.
6. Provide support to OFLC personnel for any administrative/contract management or technical aspects of the contract.
7. Set deadlines, assign responsibilities, and monitor and summarize the progress of the project; build and maintain working relationships with team members, vendors, and other departments involved in the projects; prepare reports for upper management regarding project status.
8. Utilize extensive experience and judgment to plan and accomplish goals.

Requirements:

1. Ability to pass a pre-employment background check.
2. Ten plus years of program management experience leading, managing, and implementing contract requirements for large/complex federal government programs at multiple locations.
3. Bachelor's Degree.
4. Project Management Professional (PMP) certification and/or Six Sigma certification are highly desirable.
5. Excellent communication (verbal and written) and customer service skills.
6. Experience developing and implementing Corrective Action Plans to address budget variances, below standard performance levels, or low customer satisfaction ratings.
7. Familiarity with OFLC case management and tracking systems, such as iCERT Portal and PERM.
8. Familiarity with processing employer applications for permanent/temporary labor certification and prevailing wage determinations.
9. Proficiency in project management software.
10. Proficiency in Microsoft Office.
11. A wide degree of creativity and latitude is required.
12. HSPD-12 background/PIV check is required.
