RTI’s Health Care Model Implementation Center (HCMI) has an opening for a Program Director.
The Health Care Model Implementation (HCMI) Center defines and promotes the best practices around model and program implementation. It will also serve to develop innovative approaches around rulemaking, data processing, project management, program support, and performance analytics.
HCMI staff implement, monitor, and evaluate a variety of alternative payment models and value-based health care initiatives. We design and implement payment models in the multiple healthcare settings, and monitor and evaluate how these models impact clinical practice, access to care, care coordination, care equity, patient safety, and outcomes on patient populations (e.g., Medicare and Medicaid beneficiaries). We also evaluate how the models’ payment arrangements impact expenditures in the Medicare and Medicaid systems.
The Program Director will report to the Center Director.

Responsibilities:
- Participating in development of the Center, Division and Practice Area strategy and leadership team. Foster cross-program, cross-Center, cross-Division, cross-Practice Area collaboration.
- Strategic and operational accountability for the direction and performance of the groups who are being managed.
- Develop a portfolio of projects and scientific stature within the program by:
- Leading strategic groups within HCPQ and contributing to strategic groups across divisions.
- Evaluating Request for Proposals and Requests for Information. Proposing which opportunities to pursue and form proposal teams to respond to opportunities.
- Developing intelligence on upcoming opportunities and create capture teams to prepare for targeted opportunities.
- Participating in teaming discussions with other organizations on opportunities.
- Leading medium to large size proposals and/or captures in HCPQ.
- Mentoring staff involved in business development activities.
- Monitoring overhead investments.
- Staff supervision, development, labor planning, and evaluation. Fostering employee growth and development by meeting regularly with senior staff members and Program Managers to discuss ongoing work, upcoming opportunities, project, proposal, scientific stature, and other workload/ level of effort matters. Perform performance evaluations of staff and give feedback. Identify work for new staff and for under committed staff and reallocate work away from overcommitted staff. Help staff maintain work/life balance.
- Support and guide Program Manager(s) in their management of staff and staff issues.
- Address staff performance issues, including working with Human Resources on staff performance improvement plans.
- Recruit qualified staff of all levels for the program.
- Ensure the professional credibility of the group function with internally and externally with key professional organizations. Help to develop the scientific and professional stature of staff.
- Perform research tasks of significant technical complexity, developing and implementing innovative and creative technical solutions to research problems, questions, and issues.
- Creating and assuring implementation of RTI’s workplace culture which is aligned with Lead Forward behaviors.
- Contributing to Center-, Division- and Practice Area-wide management activities. Promulgate Division, Practice Area, Unit, RTI-wide policies, procedures, activities, and decisions to program staff.
- Lead periodic program staff meetings. Develop agendas, speakers, topics.
Minimum Qualifications:
- PhD with at least 10 years of relevant experience, or a Master’s degree with at least 14 years of relevant experience, or a Bachelor’s degree with at least 18 years of relevant experience.
- Experience providing technical and financial/budgeting leadership, subcontractor negotiations and subject matter expertise in the development of proposals and execution of complex projects.
- Demonstrated experience leading or co-leading multiple competitive proposals.
- Demonstrated experience managing and supervising direct reports and/or project teams.
- Demonstrated experience successfully and independently leading groups of research staff (10+ staff) in the following areas: policy analysis, program implementation, methods, data science, statistics, and/or economics.
- Experience building strong client relationships through regular communications, issue resolution, and deep understanding of client needs.
