About the Job
The Mental Health Association is seeking a Program Director for our Collaborative Justice Services program, operating out of Essex County.
Collaborative Justice Services (CJS) provides effective discharge planning, linkage, and referral to community resources for non-violent offenders with mental illness who re-enter the community following release from the Essex or Morris County Correctional Systems and from municipal jails.
Qualifications:
- A Master’s degree or equivalent in social work, forensic psychology, counseling or a related field with clinical training. Professional licensure is required, minimum LSW or LAC.
- A minimum of three years post graduate experience in a mental health discipline. Experience in a forensic capacity is preferred.
- Comprehensive knowledge of County resources for individuals with severe and persistent mental illness.
- A genuine desire for forensic clinical services and a comfort in moving about within the county jail system.
- Leadership and team-building skills to inspire staff energy and creativity and develop a milieu of mutual respect and teamwork.
- The ability to work flexible hours, including weekends and holidays to provide 24 hour/crisis availability.
- Proficiency in Microsoft Word. Knowledge of Excel, Access and PowerPoint a plus.
- A valid driver’s license.
Responsibilities:
- Overall responsibility for CJS program operation, development and management. Additional responsibilities include the operation of community partnerships to improve services for persons with serious mental illness in the criminal justice system, including training municipal employees.
- Providing effective discharge planning, linkage and referral to community resources for mentally ill offenders re-entering the community following release from the county correctional system and jail diversion from local municipalities.
- Providing service availability through regular staff scheduling, on-call scheduling or other back-up services, as appropriate.
- Providing clinical staff supervision, skills development and support.
- Provides culture competent, recovery-oriented services while using Motivational Interviewing and other evidenced-based practices.
- Organizes staff to assure continuity of services; range of available staff skills, including skills with mentally ill chemical abusers; sufficient staff backup.
- Assure that contractual obligations of funding sources are monitored and met.
- Monitoring of program budget in conjunction with Senior Staff and the CFO.
- Monitoring and reviewing documentation in Electronic Clinical Record system to verify compliance and accuracy.
- Assuring license and accreditation obligations for OOL and CARF.
- Development and appropriate documentation of the various functions;
- Actively participate in the Performance Improvement Committee activities; Oversees performance improvement program, monitor utilization, quality of services and outcomes.
- Identifying system resource gaps in service delivery;
- Participation in the local mental health, health and human services planning activities, and identification of resource gaps in these areas;
- Documentation of staff training and development activities; and all other activities necessary to access or directly provide consumer support services.
- Must meet expected productivity levels, in regards to the direct service of the program.
- Performing other duties as assigned by the Senior Director of Programs.
