Functional Description:Applies analytic techniques in the evaluation of program/project objectives. Analyzes requirements, status, budget and schedules. Performs management, technical, or business case analyses. Collects, completes, organizes and interprets data relating to aircraft/weapon/project acquisition and product programs. Tracks program/project status and schedules. Applies government-instituted processes for documentation, change control management and data management. Analyze data to identify risk to cost, schedule and performance and recommend mitigation strategies to reduce risk to products.
Job Description: We are currently seeking a Project Management Analyst, Journeyman to support PMA-272 located at Patuxent River, MD. The Project Analyst will provide the following duties, as well as, possess the following education and experience:
- Provide program management and operations support to the Strike Integrated Product Team (IPT)
- Collaborate daily alongside Level 1 Integrated Product Team (IPT) Lead and coordinate activities of cross-functional teams to achieve program goals and milestones
- Coordinate, facilitate, and schedule program level meetings and develop appropriate agendas for supporting program groups, ensuring necessary program information is disseminated
- Determine resources needed to meet established goals and milestones
- Plan program execution to mitigate cost, schedule, and performance risks
- Facilitate resolution of issues impacting the progress or costs of a program
- Review and analyze short- and long-term strategic planning objectives
- Lead the efforts of acquisition personnel, technical personnel, and support activities in developing and implementing process improvements
- Extensive knowledge of the NAVAIR Procurement Process/PID Guide including Statement of Works (SOWs), CLIN structures, development of Sections B-J and Contract Data Requirement Lists (CDRLs)
- Serve as a key participant in the development of acquisition strategies that serve as the framework for integrating functional activities essential to the acquisition effort
- Coordinate the formulation and promulgation of program objectives and budget guidance
- Integrate resource requirements with multi-year acquisition and support plans to develop POM and budget inputs
- Negotiate with managers to accept and implement recommendations for changes in program resource requirements
- Negotiate topics to resolve issues throughout the planning and execution processes
- Manage the preparation of documents, specifications, requirements, criteria, and standards that define needs and parameters of the programs
- Analyze, evaluate, prepare, and deliver program briefs, budgets, reports, and correspondence
- Develop and maintain relationships within the organization and with relevant external stakeholders and groups to foster inclusive collaboration and integration
- Serve as a liaison with other commands and offices of the Navy, DoD, other government agencies, and private industry organizations
- Assist L1s with tasks as required, related to the following:
- Manage contracts, task orders, and delivery orders, to include administrative modifications and tracking contract ceilings by CLINs
- Prepare draft RFPs
- Coordinate with the Configuration management IPT and Fleet Support Team (FST) on the planning, development, and execution of all Engineering Change Proposals (ECPs) and Technical Directives (TDs) in accordance with NAVAIR 00-25-300
- Enter Requirements in the Acquisition Management System (AMS) including Common Spend Plan Tool (CSPT), Procurement Management Tool (PMT), and Contract Data Requirements List Tool (CDRL)

Required Education:Journeyman - BA/BS degree.
Required Experience:Journeyman - 3 to 10 years of combined experience performing duties described in the functional description.
Must be able to obtain and maintain a Secret security clearance. Due to the sensitivity of customer-related requirements, U.S. Citizenship is required.
