Metropolitan Human Services District (MHSD) is one of ten Local Governing Entities (LGE) serving persons with Mental Health Disorders, Addictive Disorders and Intellectual/Developmental Disabilities in Louisiana. Legislated by the State and through its Board of Directors, MHSD is responsible for the operation and management of community-based programs and services for the parishes of Orleans, St. Bernard, and Plaquemines.
We are currently hiring for a Director of Quality and Data Management (QDM)
The Director of QDM is responsible for leading and managing the Performance Management (PM) and Quality Improvement (QI) programs. This role focuses on using data to drive improvements, ensuring these improvements align with the organization’s strategic goals, and enhancing overall operational efficiency.

Minimum Qualifications
MINIMUM QUALIFICATIONS:
A baccalaureate degree plus four years of professional level experience in administrative services, economics, public health, public relations, social services, health services, or surveying and/or assessing health or social service programs or facilities for compliance with state and federal regulations.
SUBSTITUTIONS:
Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.
Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:
A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.
30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.
60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.
90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.

Key Responsibilities:
Leadership & Supervision
+ Supervision: Directly supervise QDM staff by conducting regular staff meetings, planning sessions, on-the-job training, and performance reviews. Provide guidance and feedback to ensure staff meet performance standards.
+ Research & Policy Management: Oversee activities related to PM, Data Management (DM), and QI. This includes coordinating research efforts, analyzing data, and managing policies that drive improvements.
+ Data Management Systems: Design and implement systems to collect, analyze, and report on performance data. Work with external business analytics units to create long-term solutions. Ensure that reports are accessible to management via platforms like SharePoint.
+ Subject Matter Expertise: Act as the go-to expert for data analytics. Collaborate with the IT department and external contractors to manage the Electronic Health Record (EHR) system and other data platforms.
+ Compliance & Budgeting: Develop and implement plans to ensure compliance with state and federal reporting requirements. Manage the budget for the QDM programs, including monitoring expenditures and preparing budgetary projections.
