The Program Manager is the key personnel responsible for overseeing all aspects of program performance under the Personnel Support Services contract. This role requires managing the daily operations, ensuring the execution of the Performance Work Statement (PWS), and serving as the primary point of contact between the Contractor and the Government. The Program Manager ensures that all services are delivered in compliance with the contract standards and timelines while maintaining a focus on quality and client satisfaction.
Experience:
- Minimum of 5 years of experience managing large government contracts, preferably in military or federal human resources support.
- Proven leadership, strong communication, and organizational skills. Ability to manage multiple tasks simultaneously, with a focus on quality control and compliance.
Education:
- Bachelor's degree in Business Administration, Human Resources, or a related field.
Certifications:
- PMP Preferred
Clearance:
- Must possess and maintain a Secret Clearance throughout the duration of the contract.
Responsibilities:
- Serve as the central point of contact for the Government and Contractor personnel regarding contract performance.
- Oversee the daily operations of all personnel and tasks outlined in the PWS, ensuring compliance with all contractual requirements.
- Manage and track project deliverables, ensuring adherence to timelines and quality standards.
- Provide leadership and direction to the contract team, ensuring proper staffing, training, and performance management of all personnel.
- Coordinate with the Contracting Officer and COR to address and resolve any performance or staffing issues.
- Ensure that all team members are qualified and certified according to the specific requirements of the PWS prior to starting work.
- Act as the primary liaison between the Contractor and Government personnel, maintaining open lines of communication to address any issues or concerns.
- Attend post-award conferences, regular progress meetings, and ad hoc sessions to discuss contract performance and resolve outstanding issues.
- Develop, implement, and maintain a Quality Control Program (QCP) to ensure services are delivered according to contract standards.
- Conduct periodic reviews and inspections of the work being performed to ensure it meets the Government's Quality Assurance Surveillance Plan (QASP).
- Ensure all services comply with relevant Army, DoD, and federal regulations, as well as with the PWS requirements.
- Ensure availability during regular hours of operation (7:30 AM to 4:00 PM, Monday to Friday) and provide 24/7 support for any emergency or out-of-hours requirements.
- Provide and update organizational charts and contact information of key personnel to the Government.
- Ensure the team is adequately staffed and trained to meet any increases or decreases in workload during the contract term.
- Maintain accurate documentation of all personnel actions, training records, and certifications.
- Submit regular reports to the COR and Contracting Officer, detailing contract performance, risks, and compliance with deliverables.
- Ensure all actions, data, and files are properly maintained and comply with Government retention and privacy policies.
