Position Title: Program Manager (American Job Center)
Reports To: Co-Director
Status: Exempt
Type: Full-Time
Summary: The Workforce Program Manager is responsible for coordinating the operations of the American Job Center. Duties include organization, planning, service delivery coordination, implementation of the Workforce Investment Opportunity Act for Youth, Adult and Dislocated Worker, and Affiliate Programs.
Duties and Responsibilities
1. Adheres to the mission of SER.
2. Attends and coordinates staff meetings.
3. Manages and coordinates the day-to-day operations of Center Programs.
4. Supervises, trains, assigns work, evaluates employee performance, handles employee relations issues and assists in the implementation of HR policies
5. Develops and strengthen community partnerships with training and employer partners in
various fields. Maintains a strong working relationship with partners, utilizing resources and referral sources.
6. Works directly with the funding source and represents SER/SERCO at the funding source
Meetings.
7. Ensures program goals and objectives are met as specified by the funding source and
SER/SERCO.
8. Reports to the Co-Director on program progress and matters of concern;
recommends corrective plans of action as needed.
9. Develops and implements service plans to meet customer needs.
10. Implements prescribed program-related procedures and accurate case management including auditing customer files.
11. Identifies problem areas and service gaps.
12. Prepares monthly reports for Co-Director, and Quality Assurance Manager.
13. Participates in meetings and developing community partnerships.
14. Keeps Director informed of day-to-day operations and areas of concern.
15. Inputs information and maintains case reports on various automated reporting systems used by the corporation and required by the funding source.
16. Maintains and adheres to program budget.
17. Performs other related duties as assigned.
Qualifications Required
• Graduation from an accredited four-year college or university with a degree in business, public administration, economics, sociology or associated field.
• Minimum 2 years of experience in management of Workforce Investment Opportunity Act
programs.
• Strong knowledge of workforce development best practices.
• Minimum 2 years of managing staff
• Minimum 2 years managing budgets
• Knowledge of or ability to learn and use required automated reporting systems (Career connect and IWDS)
• Proficiency in Microsoft Office applications
• Working knowledge of the Workforce Investment Opportunity Act.
• Excellent written and oral communications skills.
• Must possess a valid driver’s license
• Must have access to reliable transportation in order to travel to off-site meetings, trainings, and events
• Must be able to pass a criminal background check
• Must be willing to become a mandated reporter
