One Federal Solution (OFS) is seeking an experienced Program Manager to support a federal government client. In this role, you will oversee the full scope of contract administration, including personnel management, subcontractor coordination, and financial tracking. This hybrid position allows for up to two days of remote work per week.
Key Responsibilities:
- Provide effective management and administration of all contract efforts, ensuring compliance with federal requirements, including security clearances and internal controls.
- Oversee all personnel management matters, including hiring, performance reviews, performance improvement plans, and discharging staff when necessary, ensuring smooth transitions with minimal disruption.
- Plan for personnel turnover and ensure that replacements are identified, proposed, and onboarded in a timely manner.
- Ensure that all work activities are performed in a timely, cost-effective manner while maintaining the highest quality of performance.
- Meet with the Contracting Officer’s Representative (COR) as necessary to ensure satisfactory performance and resolve issues related to government/contractor procedures.
- Ensure contract staff adhere to standards for conduct, internal controls, the Privacy Act, and protection of Personally Identifiable Information (PII).
- Provide training to new contract staff to ensure compliance with contract standards and procedures.
- Rapidly respond to additional operational support requests, providing qualified staff and supporting ongoing studies and evaluations.
- Facilitate and participate in conference calls and digital video conferences with the Department of State (DOS) and other U.S. Government agencies.
- Supervise contractor staff on-site, ensuring all work is delivered effectively and within the scope of the contract.
Qualifications:
- Bachelor’s degree in business or a related field from an accredited university.
- Eight (8) years of progressive management experience, including expert knowledge and experience in personnel management, such as hiring, performance reviews, performance improvement plans, and discharging personnel without incident.
- Strong leadership skills with experience managing large teams and subcontractors, ensuring contract compliance and successful execution.
- Expertise in managing contract compliance, financial tracking, and deliverables while maintaining cost-effective operations.
- Familiarity with Department of State (DOS) requirements, including security clearance requirements and standards for internal controls.
- Ability to commute to the Washington, DC area for onsite supervision of contract staff.
- Active Secret Clearance required.
- PMP certification preferred but not required.
