Computer World Services Corp (CWS) is seeking an exceptional candidate to serve as the Program Manager for the NIH/National Institute of Environmental Health Sciences (NIEHS), IT Infrastructure Program. NIEHS requires support for proactive and effective project management, efficient administration of the Data Center, successful operations and maintenance of servers, applications and networks, and prompt and efficient service desk support.
The Program Manager will support NIEHS by overseeing the project team to deliver the IT Infrastructure support. This role encompasses various responsibilities including program management, contract and subcontract management, reporting, and ensuring compliance with Government policies, standards, and SOPs. The Program Manager will play a crucial role in coordinating activities, managing resources, and delivering high-quality services to meet the objectives of the contract.
Key Tasks and Responsibilities
* Facilitate Contractor Kick-Off Meeting at contract start to discuss task order transition, personnel, technical, management, and security considerations, reporting and deliverable submission procedures, and billing/invoicing procedures.
* Prepare a Transition-In Plan, including a schedule of transition activities and milestones.
* Conduct joint inventories and inspections, validate comprehensive communications and IT supported equipment lists, and establish maintenance priorities.
* Manage and administer all efforts under the Task Order, including activities performed by Contractor personnel and subcontractors.
* Provide full decision-making authority, management, direction, administration, quality assurance, and leadership.
* Prepare a Project Management Plan (PMP) describing the technical approach, organizational resources, and management controls to meet price, performance, and schedule requirements.
* Establish, maintain, and implement a Quality Control Plan covering all required services.
* Report on all Service Level Agreements (SLAs) and detail corrective actions for unmet SLAs.
* Coordinate, host, and facilitate weekly virtual progress meetings with the Government, providing written reports on work performed, upcoming work, potential problems, and updated employee rosters.
* Participate in daily health checks and be available for leadership meetings upon request, preparing briefing slides as necessary.
* Develop and maintain an integrated dashboard solution available on the customer system, providing near-real-time availability, capacity, security, and performance data, as well as incident and ticket information.
* Support the production of reports and documentation for Government data calls originating from higher agencies or auditors.
* Develop and provide a Transition-Out Plan, identifying transition activities, schedules, and milestones for turnover of work centers/functions.
* Develop and maintain strong relationships with clients.
Education & General Experience
• B.S. or B.A. Degree or four years of related experience may be substituted for the education requirement.
• Minimum 10 years of experience managing IT services and infrastructure programs and projects.
• Experience managing service level agreements and performance metrics.
• Proven ability to maintain program schedules and deliverables according to Government requirements.
• Strong communication skills, both orally and in writing, with Government representatives.
Certifications
• Project Management Professional (PMP)® certification.
• ITIL 4 (Preferred)
Security Clearance
• Public Trust Moderate (Tier 2)
Other (Travel, Work Environment, DoD 8570 Requirements, Administrative Notes, etc.)
• May require local travel to customer sites.
• This position may require working outside of regular business hours, including nights, weekends, and holidays to support after-hour emergencies or surge support.
• May require sitting/standing for extended periods and performing tasks involving bending, stooping, and reaching.
• Potential continental US travel to other customer locations, if required
