Job Description- Provide overall supervision of Contractor operations.
- Act as the primary interface between Government and the Contractor personnel.
- Review and monitor technical work for overall quality, efficiency, and timeliness.
- Responsible for all aspects of the development and implementation of assigned projects and provide a single point of contact for those projects.
- Lead projects from original concept through final implementation, following project management and software development best practices as found in CMMI and PMP methodologies.
- Interact with all areas affected by the project including end users.
- Assist Government management in defining project scope and objectives; developing detailed work plans, schedules, project estimates, resource plans, and status reports; conducting project meetings and be responsible for project tracking and analysis; and ensuring adherence to quality standards and reviews project deliverables.
- Proactively identify issues/problems and recommend and take action to direct the analysis and solutions of issues/problems.
- Assumes responsibility or provides designee of project, development, and/or test lead in the absence of the lead.
- Prepare and hold a Contract Review that includes the project plan, risks, issues, and staffing.
- Prepare a twice-annual Software Development Methodology Evaluation Report that assesses the client’s Software Development Life Cycle processes and proposes improvement recommendations. Lead process improvements based on the report’s recommendations.
- Gauge the complexity of the project and recommend project implementation plans with CMMI and Agile software development considerations to best meet project goals, scope, schedule, costs, and customer expectations.
- Coordinate any staffing changes with the COR.
- Aid client management team and staff in exploring new methodologies and more efficient ways of conducting business as well as assist with aligning client business with Department level direction.
- Review all open ServiceNow tasks assigned to the team, update ServiceNow’s target completion dates, note changes to target completion dates in the change task’s work log, and monitor progress to completion.
- 3 years’ experience in program management within the last 6 years.
- PMP Certification is required.
- Must have received qualification on the most current version of the ITIL Foundation level. A certificate of completion is required.
- Must have received basic training on Agile software delivery methodology. A certificate of completion is required.
- All staff performing in a Scrum Master role, need Scrum Master certification. A certificate of completion is required.
- Bachelor’s degree or equivalent related experience
- Demonstrated excellent customer service skills.
- Strong communication, presentation, analytical, and technical skills.
- Proficient in Microsoft Word, Power Point, and Excel.
- Demonstrated ability to work independently with minimal supervision.
- Must be able to complete a federal background investigation.
- Must be a US Citizen or have a Green Card.
