Position Overview
The Program Manager advances the Mission and Values of Community Human Services (CHS) by building, fostering, and inspiring excellence in the Agency’s ability to:
- Serve as the leading resource for homeless support, information, and best practices and protocols in Southwestern PA for persons experiencing homelessness or who are at risk for homelessness
- Provide exceptional and compassionate social support services
- Integrate the voice of consumers with program quality initiatives and services
- Collaborate with and act as a resource for other local organizations and providers

- Plan, execute, and provide oversight of programming related to Housing Assistance Programs.
- Increase outcomes aligned with the program’s overall mission to support individuals experiencing homeless or who are at risk of homelessness by meeting participants where they are at through support of staff, peers, service providers, and community partners.
- Address operational, personnel, consumer, or administrative issues and communicate with the director, as well as with service providers, regulating agencies, consultants, etc.
- Ensures program compliance with laws/regulations from licensing or monitoring bodies.
- Provides financial oversight of the programs, ensuring all programs operate efficiently and on a balanced budget.
- Generate reports for monitoring/invoicing, including all billing requirements under the Department of Human Services, HUD, and other housing funders.
- Tracks data within multiple systems including internal agency database and HMIS in conjunction with program requirements.
- Oversees all housing coordination including landlord relations, rent reasonableness and mediation with landlords when appropriate.
- Research best practice, evidence-based approaches to inform program development/growth.
- Supervises and supports all direct report staff inclusive of conducting performance appraisals and arranging for appropriate training for staff development.
- Develop a professional and supportive relationship with participants of the program while maintaining and modeling appropriate personal boundaries.

- Strong organizational, phone and computer skills.
- A working knowledge of the social service system through life or job-related experience.

- Strong ability to navigate the Internet to familiarize and access various resources.
- Ability to work and travel independently.
A high school diploma or equivalent, along with a combination of work, education and life experiences as approved by the agency and funder. External applicants are required to have 3 years supervisory experience. Act 34 Criminal, Act 33 Child Abuse, and FBI Criminal clearances.
Position Physical Demands
The Program Manager will be called upon to engage in physical activity related to general office work, including the capacity to lift to 15lbs and stand or sit for extended periods.
