HJF is seeking a Research Program Manager III in support of the National Center for Disaster Medicine and Public Health (NCDMPH) at the Uniformed Services University (USU). The Research Manager III will be responsible for and oversee activities associated with integrated research projects and programs in support of NCDMPH’s Science Mission. This position strategically guides multiple project managers and related technical staff to ensure effective achievement of the Science Mission’s objectives. The incumbent will work on problems of moderately complex scope, applying an intermediate level understanding of organization objectives, budget processes, technical quality, and project management principles. This role will focus on research activities associated grant, conference material, and manuscript preparation, submission, and management in a fast-paced environment, often requiring multi-tasking across several efforts.
The Henry M. Jackson Foundation for the Advancement of Military Medicine (HJF) is a nonprofit organization dedicated to advancing military medicine. We serve military, medical, academic and government clients by administering, managing and supporting preeminent scientific programs that benefit members of the armed forces and civilians alike. Since its founding in 1983, HJF has served as a vital link between the military medical community and its federal and private partners. HJF's support and administrative capabilities allow military medical researchers and clinicians to maintain their scientific focus and accomplish their research goals.
NCDMPH was established under the Homeland Security Presidential Directive 21 (HSPD 21) in October 2007 to be “…an academic center of excellence in disaster medicine and public health….” The mission of the National Center is to improve the Nation’s disaster health readiness through education and science. NCDMPH is a unique organization with five Federal agency founding partners: Department of Health and Human Services (HHS), Department of Defense (DoD), Department of Homeland Security (DHS), Department of Transportation (DOT), and Department of Veterans Affairs (VA). NCDMPH’s existence as a federal organization, but located within an academic institution, the Uniformed Services University of the Health Sciences (USU), positions it as a bridge between these spheres. The unique structure and position make NCDMPH especially suited to meet its critical readiness mission.
Responsibilities:
- Manage key elements of the Science Mission Area, including but not limited to contributing to project and program progress reporting, assisting project managers and technical leads with project lifecycle management, and identifying and aligning project interdependencies
- Maintain expert familiarity with intra- and extra-mural funding opportunities, including anticipation of regular grant cycles, identifying and tracking calls for proposals, initiating and completing submissions to support NCDMPH research partners and staff, and tracking outcomes.
- Develop and execute the dissemination of research from NCDMPH projects and programs through multiple mechanisms such as conferences and journals. This requires the ability to identify and anticipate presentation opportunities (e.g., conference sessions, special issues), initiate and coordinate the development and submission of research products, monitor submissions and outcomes, and facilitate the development of presentation materials.
- Oversee coordination with the USU Institutional Review Board and ensure adherence and compliance with Research Compliance rules and regulations for all projects. Maintain awareness of and facilitate compliance with other regulatory aspects of projects.
- Supports the translation of the Science Director’s operational guidance into tactical plans including Plans of Action and Milestones (POA&Ms), Project Narratives, timelines, budgets, and other accompanying documentation.
- Identify project interdependencies across NCDMPH to align strategic direction, resources, and technical effort.
- Other duties as assigned by supervisor to support the Science Mission Area and NCDMPH. This may include attendance and participation in trainings required for the role.
- Supervise, advise and guide Project Managers and technical staff throughout the program lifecycle, focusing on the strategic direction of the projects. Take corrective action as needed.
Education and Experience
- Bachelor's degree required; Master’s degree preferred. Life Sciences field of study preferred.
- Minimum of 9-10 years' experience required.
Required Knowledge, Skills and Abilities
- Strong knowledge of federal research administration processes, grant proposal development and submission processes, manuscript and conference material preparation and submission, and fundamental principles of project management.
- Solid interpersonal skills, including the ability to clearly communicate verbally and in writing, build and maintain teams, and identify and resolve problems.
- Demonstrated ability to plan, schedule, and coordinate activities across multiple projects to meet deadlines.
- Working knowledge of a variety of software including but not limited to Microsoft Office and proposal/project tracking.
- Experience in the fields of public health or disaster medicine research.
- Ability to obtain and maintain a T1 security clearance
Licenses and Certifications
- Project Management Professional (PMP) preferred.

- Ability to sit at a desk for long periods of time
Work Environment
- This position will take place primarily in an office setting
Supervisory Responsibilities
- Direct Supervisor: Direct authority to make decisions on the following: employee hiring, disciplinary action, starting salaries and merit increases; conduct employee performance evaluations and directs work activities.
