HJF is seeking a Program Manager III to support CGHE, located at the Rockledge Office in Bethesda, MD. Designated as the principal manager responsible for oversight of CGHE’s Research-focused activities, to include assessment, monitoring, and evaluation (AME), the Program Manager is responsible for providing knowledge and expertise to facilitate activity implementation and compliance with the strategic intent behind CGHE’s Research activities. The major role of the Program Manager is to support multiple programs at USU’s CGHE by providing program and project management, human capital management, financial oversight, and relationship management.
The Henry M. Jackson Foundation for the Advancement of Military Medicine (HJF) is a nonprofit organization dedicated to advancing military medicine. We serve military, medical, academic and government clients by administering, managing and supporting preeminent scientific programs that benefit members of the armed forces and civilians alike. Since its founding in 1983, HJF has served as a vital link between the military medical community and its federal and private partners. HJF's support and administrative capabilities allow military medical researchers and clinicians to maintain their scientific focus and accomplish their research goals.
This position will be in support of the Uniformed Services University of the Health Sciences (USU) Center for Global Health Engagement (CGHE), a federal entity which works to lead, integrate and synchronize the University’s contributions to Department of Defense (DoD) global health engagement (GHE) and national security objectives by providing a hub for GHE thought leadership and knowledge, strategic communications and outreach, operational support, research, and capability integration of education, training and planning. HJF provides direct scientific, technical and programmatic support services to CGHE.
Responsibilities:- Participates in decision-making processes with CGHE’s senior leadership - including CGHE’s Director and/or Principal Investigators (PIs) - related to Research activities and projects.
- Supports the facilitation of information flow between senior leadership and between CGHE team members, USU Departments, the HJF Home Office, and relevant DoD stakeholders.
- Supports the translation of the PI's operational guidance into tactical plans including Plans of Action and Milestones (POA&Ms), Project Narratives, timelines, budgets and other accompanying documentation.
- Oversees coordination with the USU Institutional Review Board (IRB) and ensures appropriate Research Compliance rules and regulations are adhered to on internal evaluation and research projects.
- Establishes and grows collaborations/relationships with CGHE personnel, as well as potential stakeholders, including identifying opportunities to collaborate on scholarly publications and facilitating the approval processes.
- Identifies opportunities to collaborate on research initiatives internally across CGHE’s functional domains as well as externally across the geographic Combatant Commands.
- Responsible for developing and overseeing consultant, contract, and vendor agreements to include performance monitoring, deliverable acceptance, and closeout.
- Provides guidance and management oversight for Research-focused staff members. Develops position descriptions, reviews resumes, and screens candidates for potential new hires, and manages the team to ensure both professional development and alignment with strategic goals.
- Develops and executes expansion of internally and externally funded AME programs/projects and implements project management activities to maintain stakeholder relationships including project planning, strategic communication and product development.
- Develops and executes the Global Health Engagement Research Initiative (GHERI) funding cycle, to include a call for white papers, a call for full proposal submission, and coordinating Combatant Command, scientific, and programmatic review of full proposals.
- May perform other duties and responsibilities as assigned or directed by the supervisor. This may include attendance of and participation in required training for the role.
Supervisory Responsibilities
- Direct Supervisor: Direct authority to make decisions on the following: employee hiring, disciplinary action, starting salaries and merit increases; conduct employee performance evaluations and directs work activities.
Qualifications:
Education and Experience
- Bachelor's degree required; Master’s degree preferred. Business Administration or Life Sciences field of study preferred.
- Minimum of 9-10 years experience required.
Required Knowledge, Skills and Abilities
- Strong knowledge of organization objectives.
- Familiarity with GHE and security cooperation.
- Familiarity with DoD/USG policy and guidance.
- Strong proficiency in office automation to include Microsoft Office and Google platforms.
- Ability to work independently, using sound judgment to solve problems.
- Excellent organizational skills and attention to detail.
- Ability to coordinate many complex systems and programs at the same time.
- Excellent verbal and written abilities to communicate in research and acquisitions contexts, to include a working understanding of the DoD, program management, and global health lexicons.
- Ability to work in a cross-functional capacity, with strong interpersonal skills.
- Ability to work in a dynamic environment with senior military officers, federal civilians, and contractor personnel.
- Ability to obtain and maintain a T1 Public Trust.
Licenses and Certifications
- Project Management Professional (PMP) preferred.
Physical Capabilities
- Lifting: Requires lifting materials up to 10 lbs.
- Ability to stand or sit at a computer for prolonged periods.
Work Environment
- This position will take place primarily in a office setting.
Compensation
- The annual salary range for this position is $88,600.00-$124,000/year. This is not, however, a guarantee of compensation or salary. Final salary will be determined based on market analysis, experience, and education.
