Job Description
Blue Water Thinking is seeking an experienced and dedicated Program Manager - Informatics to join our team, supporting a large project at the Department of Veterans Affairs (VA). This role requires expertise in managing a diverse portfolio of IT projects, ranging from large-scale implementations to smaller initiatives. The successful candidate will be well-versed in the full systems development life cycle, enterprise-wide network engineering, strategic information planning, business process reengineering, and management practices. They will also be adept at identifying and mitigating program risks, managing cost, schedule, and performance, and applying SAFe's Lean Agile principles to drive value and sustain organizational change and operational excellence.
Key Responsibilities:
- Manage a diverse portfolio of IT projects, ensuring alignment with organizational goals and objectives.
- Oversee the full systems development life cycle, from inception to deployment.
- Implement enterprise-wide network engineering and strategic information planning.
- Conduct business process reengineering to enhance efficiency and effectiveness.
- Identify and mitigate risks to the program, ensuring successful project outcomes.
- Manage project cost, schedule, and performance to meet or exceed expectations.
- Apply SAFe's Lean Agile principles and practices to empower high-performing Agile teams.
- Collaborate with stakeholders to ensure seamless communication and coordination.
- Provide leadership and guidance to project teams, fostering a culture of continuous improvement.
Minimum Qualifications:
- Master's Degree in Computer Science, Information Systems, Business Administration, or a related field.
- Minimum 15 years of experience in program management, with a focus on IT projects.
- Extensive experience in full systems development life cycle and enterprise-wide network engineering.
- Proven ability to manage project cost, schedule, and performance.
Preferred Qualifications:
- Certification in Project Management Professional (PMP) or equivalent.
- Experience with the Department of Veterans Affairs or other federal healthcare agencies.
- Strong understanding of SAFe's Lean Agile principles and practices.
- Excellent analytical, problem-solving, and decision-making skills.
- Outstanding communication and interpersonal skills.
Eligibility:
- Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future.
- Must be able to obtain and maintain the required federal public trust clearance for this role.
Compensation:
- Salary for this position is determined by various factors, including but not limited to, location, the candidate's particular combination of knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements.
- The proposed salary range for this position is $150,000 - $170,000.
