Overview:CAES Mission Systems, Lancaster PA is seeking a Program Manager to lead and direct all phases of multiple, customer focused projects from inception through completion for their assigned portfolio. This role reports directly to the site's Program Management Lead and is responsible for the preparation of proposals, negotiation of contract requirements, management of multifunctional program teams to achieve contractual requirements, engaging as the primary customer contact for program activities, and the developing and execution of business plans for their assigned portfolio. Additionally, the successful candidate will lead program review sessions with customers and CAES management to manage and resolve cost, schedule, and technical issues.

Responsibilities:
YOUR ROLE AND RESPONSIBILITIES
- Establish executable plans and associate risk mitigations to achieve/exceed the annual business plan associated with Orders, Revenue, Profitability and Cash
- Define the objectives and strategies of the program, to include strategic and company objectives consistent with customer and contractual requirements
- Develop and implement effective customer communication plans to provide timely communications, represent the Voice of Customer, build customer relationships, define customer objectives, and manage customer satisfaction
- Control the timely start and completion of program tasks to assure fulfillment of program cost and schedule objectives
- Coordinate the creation of action plans with IPTs to achieve contractual obligations
- Coordinate program activities with cognizant support functions
- Assure the optimum utilization of manpower and program resources
- Assure effective management of subcontracts and execution of the program material plan
- Conduct regular reviews of program performance, evaluating the current and projected status against the approved plan
- Implement a proactive risk management process
- Assures regular team identification, mitigation planning and review of program risks, both during the program-planning phase and regularly during program execution
- Measure and improve program performance through the investigation of improved processes, tools, staff training, facilities and team dynamics
- Perform regular reviews of task estimates, challenging the team to eliminate wasteful approaches
- Establish a management reserve to provide resources for unexpected program challenges
- Implement an effective issues resolution process
- Assure regular team identification, action planning, closure and review of program issues
HOW TO SUCCEED
- Bachelor's degree and minimum of 11-13 years' experience in Program Management within the Defense industry, or equivalent; or
- Master's degree and minimum of 8-10 years' experience in PM within Defense industry, or equivalent.
- In order to be eligible for this position, you must be a “US Person” under US export laws (or eligible for approval under a U.S. Government export license) as this role requires access to technology, materials, software or hardware that is controlled by US export laws.
- Ability to obtain and maintain a DoD SECRET security clearance.
- Bachelor's degree and minimum of 13+ years' experience in Program Management within the Defense industry; or,
- Master's degree and minimum of 10-12 years' experience in PM within Defense industry.
- Proven ability to build and maintain relevant internal and external relationships; established strong customer rapport.
- Experience in successfully driving program performance against business and customer goals.
- Strong financial acumen associated with proposal pricing, contract negotiations and estimate costs at completion.
- Experienced Program Manager on RF/Microwave programs with the DoD industry.
- Multi-discipline experience in Program Management, Operations Management, Business Development, or Engineering.
- Experience in managing new component or small product/system development programs.
- PMI Certification.
- Active DoD SECRET clearance.

Salary Range: Program Manager IV: $110,832.54 - $166,248.81 annually and Program Manager V: $125,067.60 - $193,575.96. Applicable pay within the posted range may vary based on factors including, but not limited to, geographical location, job function of the position, education, and experience of the successful candidate.
