Job Title: Program Manager (PM)
Supporting Program/Project: Enterprise Execution Excellence Program
Day-to-Day:
The PgM will work with senior business leaders to establish an end to end Project/Program Workforce Management and Budget/Financial Management Implementation and improvement program. The PgM will help establish a governance model including team roles and responsibilities and will ensure that ongoing work and processes can be effectively handed off to the business to carry on after the program is completed. He/she will identify and structure the program work into projects as needed and oversee the execution of all work through the entire project management lifecycle regardless of execution methodology (waterfall or agile) per the processes established by the T. Rowe Enterprise Program Management Office (EPMO) and industry best practices. The PM will also manage risks, issues and internal/external dependencies. The Program Manager will be expected to coach team members on project management processes and best practices and effectively facilitate senior leaders and cross-functional teams to make decisions and achieve program objectives. Creating an Operation model and new services in areas of pm, change management, and continuous improvement - focusing on foundational track of what is required to support services
Required Skill:
Agile background not just in technology but also in business services area, strong leadership, organizational, business analysis and influence management skills. He/she will have experience applying project management processes in a thoughtful way to achieve the best business result. Candidates must have proven experience managing programs and/or large projects; have worked closely with business partners (outside of technology) to achieve results; and be willing to perform "hands-on” program/project management. Technology program/project management acceptable, but business experience (managing non-technology projects also required) Change management knowledge and strong process management knowledge, Business Process Improvement, Ability to apply and adapt methodologies to unique business environments with experience leading change efforts across various lifecycles: Project, Product, Agile, Six Sigma and Lean
• Prior experience providing management consulting expertise inside a multi-BU corporate setting (understands Operations, Distribution, Technology, and Corporate functions/norms)
• Prior experience in an investment management firm
• Prior experience supporting complex, technology-driven business transformations
• Prior experience working with senior leaders
• Prior experience working with internal partners outside the U.S. (understands nuances of doing business in EMEA and Asia Pacific)
• Certifications including Prosci, Project Management Professional, Lean Six Sigma Work effectively with leaders at all levels (people managers, mid-level managers, senior managers)
• Plan effectively and organize/pace the work of others
• Ability to identify and resolve conflicts (personally, and with others)
• Facilitation skills (small meetings, large meetings, planning sessions)
• Flexible style to accommodate shifting business priorities and organizational change support needs
• Manage multiple/competing priorities • Prioritize work to meet internal commitments and maintain momentum on numerous simultaneous projects
Ideal Candidate:
· Experience leading a global team in development and execution of contemporary Project & Program Workforce Management and Budget & Financial Management strategies, re-designing how project and program management resources are deployed
• Will have proven experience developing singular process for critical workforce management capabilities
• Experience with strategic alignment - leveraging industry benchmark data, and internal best practices
• Deployed robust governance practices to ensure ongoing adherence
• Ability to establish tools/processes to deliver a single source of Workforce Planning & Budget & Financial management processes, tools and templates
• Established effective stakeholder routines to ensure enterprise sponsorship and adoption at all levels
• 10 years' minimum experience leading large, complex projects and/or programs
• Demonstrated ability to apply excellent Communication and Interpersonal skills to manage a diverse set of stakeholders and senior leaders
• Strong negotiation and influencing skills
• Demonstrated high level of analytical and problem solving skills
• Ability to present concepts to individuals and large groups – proven management of sponsor and stakeholder relationships
• Proficient in Microsoft Suite, especially MS Project and SharePoint
• Project Management Professional (PMP) certification preferred
• Consulting experience preferred
