POSITIONS SUPERVISED: Program Assistant/Education Administrator, Instructor(s), Community Integration Assistant, Instructional Assistants, Program Consultants, Volunteers

SUMMARY: Under the supervision of the Chief Operating Officer, the Program Manager provides overall management of program, provides supervision of staff, develops and controls the budget, participates in obtaining funds/grants, and ensures the health and safety of all customers. The Program Manager is responsible for maintaining the program in compliance with all state and federal regulations.
QUALIFICATIONS:
Education/Experience:
• Three (3) years of experience in a human services delivery system; and A bachelor's degree in a human services related field OR
• Three (3) years of experience in a human services delivery system; and At least one (1) year in a comparable program in a management or supervisory position and Two (2) years of experience or training in one of the following:
o Care and Supervision of customers in a licensed adult day program or an adult day health care facility
o Care and Supervision of one or more of the categories of persons to be serviced by the day program
• A Master's degree in a related field qualifies as the education and experience criteria
• Must obtain and maintain CPR/First Aid certification
• Must obtain and maintain certification in CPI, an approved Behavioral Management course
Language Ability: Must possess ability to read, write and understand English. Strong oral and written communication skills are a must. Must have ability to present information with clarity to all stakeholders. Must be able to develop and document lesson plans.
Math Ability: Knowledge and ability to work with mathematical and accounting concepts to support managerial decisions and budget development and budget control.
Computer Skills: Must have intermediate knowledge of Word, Excel, and Outlook as well as other programs as needed in a particular program.
Driving Skills: Must possess a valid CDL and have clean driving record as well as operate a vehicle in good working order for employee transportation. Must have proof of ongoing auto insurance on personal vehicle.

DUTIES:
Operational Responsibilities:
• Responsible for overall planning, organizing, implementing daily program operations
• Coordinating with the Regional Center the implementation of customer IPP objectives for which the program is responsible
• May manage transportation responsibility for program or for the agency
• Assessing the program's effectiveness in achieving the customer IPP objectives
• Identifying barriers to customer success in obtaining the IPP objectives and how those shall be overcome
• Maintains business relations with funding, licensing, accreditation bodies and other regulatory bodies
• Maintains proper and effective communication with Chief Operating Officer
Administrative Responsibilities:
• Ensures management report systems and consumer documentation is accurate and current
• Ensures that the program billing is completed accurately and submitted to the Director of Finance in accordance with UCP and funding source requirements

2. Personnel including the Employee Handbook
3. Administration
4. Emergency Procedures
5. Financial Policies
6. Information Technology Policies
• Attends and participates in all staff and administrative meetings
Supervisory Responsibilities:
• Responsible for the oversight of staff relative to the implementation of individual customer plans
• Provide initial orientation for all staff and ongoing educational and training programs for the direct care staff
• Provides staff management and supervision including:
1. Hiring (selection)
2. Training
3. Feedback and progressive discipline
4. Evaluations
5. Termination of staff in partnership with HR and COO
6. Maintain a safe and secure work environment
Customer Responsibilities:
• Responsible for the development, implementation and evaluation of individual customer plans (including correlation with other agency plans)
• Ensures program facility is maintained in a clean and safe manner
• Monitor and maintain safety and health procedures
• Must be able to render emergency services when necessary
• May provide direct care to customers as needed
• Perform other duties as assigned
CCL Administration qualifications and duties:
• Know the requirements for providing the type of care and supervision needed by customers, including communication customers
• Provide for continuous supervision of customers
• Supervise the operation of the day program
• Communicate with the licensing agency as required by applicable laws and regulations
• Comply with applicable laws and regulations
• Maintain or supervise the maintenance of financial and other records
• Direct the work of others when applicable
• Establish the policy, program and budget
• Recruit, employ, train and evaluate qualified day program staff, and terminate employment of staff
• Acknowledge the receipt of the Department's correspondence, deficiency notices, or field reports when CCL has requested a response
• Ensure the timely correction of all cited deficiencies
• Adjust the program to accommodate the needs of all customers
• Coordinate all activities and services
• Provide initial orientation for all staff and ongoing educational and training program for the direct care staff
• Arrange for special provision for the care and supervision, including health, safety, and guidance of customers who have special needs (those who wander, maintain mechanical aids, monitor toileting schedules, safety and emergency information in large lettering or in Braille and lights)
• When the Administrator is absent from the day program site, there shall be coverage by a substitute designated by the Licensee, who meets the qualifications of section 82065 and shall be capable of and responsible and accountable for management and administration of the day program in compliance with applicable laws and regulations
• The Administrator shall be at the program site the number of hours necessary to manage and administer the program in compliance with applicable laws and regulations
• If the Administrator is responsible for two or more adult day programs, there shall be at each site an employee who is responsible for the day to day operation of the program and who meets the following qualifications:
o A baccalaureate degree in psychology, social work of a related human services field; or
o A minimum of one year of experience in a supervisory or management position in the human services delivery system
• When the Administrator is absent from day program for more than 30 consecutive days, the Licensee shall designate a substitute who meets the qualifications of an Administrator per section 82064

OTHER REQUIREMENTS:
• Shall be at least 21 years old
• Must have fingerprint clearance and criminal record statement completed
• TB/Health screening within 12 months prior to employment or 7 days after employment
• Shall complete 30 hours of Continuing Education Units every 24 months
• Shall have valid Water Safety Certification if supervising customers using a pool or other body of water from which rescue requires the rescuer's ability to swim
