SUMMARY
Arcticom, a subsidiary of Bering Straits Native Corporation, is currently seeking a qualified Program Manager supporting blockchain analysis in Baltic States.
The ideal Program Manager will bring knowledge and expertise in the areas of blockchain technology, crypto wallets, virtual asset service providers (VASPs), open-source intelligence (OSINT), dark web, digital forensics, software development, custody of evidence, and asset forfeiture. The ideal Program Manager will bring project/program management experience with cybercrime; crime using cryptocurrency and blockchain-based transactions; and DeFi technology ecosystems (blockchains, exchanges, digital wallets). The Program Manager will continually assess the customer’s needs and the team’s ability to ensure exceptional support and identify service improvements necessary to meet the customer’s objective.
Responsibilities:ESSENTIAL DUTIES & RESPONSIBILITIES

- Lead and oversee efforts to implement the contract, including coordinating with various US and foreign agencies.
- Serve as first point of contact for all program activities.
- Provide contractually required reports to the client.
- Ensure on time delivery of quality deliverables in accordance with the contract.
- Timekeeping and performance of employees and subcontractors supporting the program.
- Maintain accurate and timely expense reporting.
- Ensure qualified personnel are provided in accordance with contractual requirements.
- Satisfactory performance of services in support of the program.
- Ensure procurement of blockchain forensic tool(s) complies with contractual requirements.
- Ensure compliance with all applicable requirements/regulations/laws of the United States Export Administration, and any other domestic or foreign licensing/governing authorities.
- Ensure preparation and shipment of equipment complies with all contractual requirements.
QUALIFICATIONS - EXPERIENCE, EDUCATION AND CERTIFICATION

Required (Minimum) Qualifications
- 10 years’ experience in the field of international relations, international security, federal law enforcement, criminal justice programs, rule of law development, or similar.
- B.A. from an accredited U.S. university in the field of international relations, international security, federal law enforcement, criminal justice programs, rule of law development, or similar.
- Must be a U.S. citizen.
- Have or be able to attain a U.S. Federal Government Tier 2 background check.
Knowledge, Skills, Abilities, and Other Characteristics
- Expert in cybercrime and cyber-enabled crime using cryptocurrency.
- Knowledge mastering project management, organizational behavior, project tools and techniques, and strategic project management
- Knowledge with all applicable laws, regulations, policies, standards and guidelines as those laws, policies, standards, and guidelines may be amended from time to time.
- Ability to keep current on new, and revised laws, regulations, policies, standards, and guidelines affecting program.
- Must be able to use Microsoft Office programs.
- Must be organized with attention to detail with ability to develop a clear and detailed plan.
- Must perform as a leader with excellent problem-solving skills to quickly solve issues and provide lessons learned to prevent recurrence.
- Ability to motivate the team and maintain the team in working effectively
- The ability to transition quickly between tasks and address the many levels of the project.
Preferred
- Certified Cryptocurrency Forensic Investigator (CCFI), preferred.

WORK ENVIRONMENT

Job is performed in an office setting with exposure to computer screens and requires extensive use of a computer, keyboard, mouse, and multi-line telephone system. The work described herein is performed in a hybrid setting with semi-frequent travel to Eastern European countries.
SUPERVISORY RESPONSIBILITIES
- Hires and supervises direct reports.
ADDITIONAL QUALIFYING FACTORS
As a condition of employment, may be required to pass a pre-employment drug screening, as well as have acceptable reference and background check results to obtain access to military base and/or US embassies.
