The story of our organization begins in 1993, when Texas created a workforce development system that made significant efforts to improve service delivery through local control and coordination of services from different programs. On May 23, 1996, Governor George W. Bush certified the North Central Texas Workforce Development Area (WDA) and on July 25, 1996, the Chief Elected Officials of the 14-county WDA signed a partnership agreement forming the North Central Texas Workforce Development Board and selected the North Central Texas Council of Governments as its fiscal agent, grant recipient and administrative agent. Our WDA includes Collin, Denton, Ellis, Erath, Hood, Hunt, Johnson, Kaufman, Navarro, Palo Pinto, Parker, Rockwall, Somervell and Wise counties.
Description of the Opportunity:
We are searching for a Program Specialist who has extensive knowledge and experience working with Child Care and Development (CCDF) funding to oversee the operations of the Child Care Subsidy/Scholarship program. This is accomplished by providing technical assistance and oversight to subrecipients delivering childcare program services, providing oversight to budgets and contract deliverables against goals and objectives provided in Statements of Work. Continuous communication and coordination with the Senior WFD Manager – Child Care will be required as will communication and coordination with the Fiscal Manager for Workforce Programs. Additional duties will include developing and interpreting policies and guidance and recommending additional program activities to improve service delivery design and effectiveness of program. Provide support to the North Central Texas Workforce Board and appropriate Board Committees.
Areas of Responsibilities:
- Serve as the Subject Matter Expert (SME) for the Child Care scholarship program.
- Design, develop and implement Child Care program goals and objectives by analyzing federal and state program rules and regulations; determining effects on program operations and drafting administrative policies directing subrecipients in operating procedures.
- Assist in managing contracts against goals and objectives in Statements of Work by continuously tracking performance and deliverables
- Ensuring subrecipients meet required performance measures; completing reports.
- Develops and maintains Child Care Local Match agreements with community partners throughout the region.
- Evaluates and proposes necessary changes in operational procedures and implementation to meet requirements of the contracts, including the Statement of Work and reviewing monthly expenditure reports to determine if expenditure requirements are being met according to the contract deliverables.
- Provide technical assistance to subrecipients delivering Child Care program services by communicating verbally and in writing with subrecipients; clarifying expectations of goals and objectives and conducting and/or participating in one-on-one meetings, workgroups (Local and State), team meetings, general contract meetings, regional meetings, conference calls and site visits to subrecipients.

Required Education & Experience:
• Minimum of 1 year of experience required
• Bachelor’s degree required (a total of 7 years of experience may be substituted for education)
Compensation:
• $ 59,390.00-$68,000.00 - depending on skills, qualifications and experience
• FLSA: Exempt
