About the Job
Human Capital Resources and Concepts is seeking a Program Specialist III who supports program analysts and grants officers in executing program requirements, determining funding needs, analyzing proposals, and preparing memoranda. They assist with Departmental briefings, communicate program objectives, liaise with various offices, maintain document systems, and safeguard sensitive materials.
Key Responsibilities:
- Support administration and coordination of international human rights and democracy programs.
- Assist with all phases of federal assistance life-cycle, including pre-award, award, and post-award.
- Monitor grant budget execution to ensure program objectives are met.
- Collect and review grant documentation.
- Communicate program status and provide briefings and recommendations.
- Maintain and update award information and program files.
- Track foreign assistance lifecycle progress.
- Liaise with grantees and handle administrative issues.
Duties:
- Coordinate team meetings and maintain calendars.
- Ensure compliance with federal regulations.
- Provide program monitoring and technical assistance to grantees.
- Create and track yearly portfolio spend plans.
- Draft congressional reports and handle clearance processes.
- Review budget realignments and assist with federal assistance award modifications.
- Prepare necessary documents for Congress and interagency briefings.
- Organize and participate in meetings, trainings, and conferences.
- Undertake additional training to advance U.S. policy and programming priorities.
- Support senior officials' travel and conduct program monitoring visits.
Requirements:
- Experience with foreign assistance and international programming.
- Knowledge of Federal regulations governing foreign assistance.
- Ability to travel globally to sensitive areas.
- Strong technical writing and editing skills.
- Ability to manage priority tasks under short deadlines with minimal supervision.
- Ability to obtain security clearance.
Education:
- Bachelor’s degree with 3-5 years of experience or a master’s degree with 1-3 years of experience.
