Job/Position DescriptionProgram Specialist VPerforms advanced (senior-level) policy and administrative work related to provision of statewide mental health services specifically in relation to Forensic and Jail Diversion Services. Work involves providing leadership, developing, analyzing, and revising programs. Work includes facilitating activities to promote effective program design and implementation. This position will provide subject matter expertise on behavioral health programs and initiatives, with particular emphasis on the continuum and delivery of behavioral health crises, forensic, and jail diversion services. This position will also work to address continuity of care issues in the behavioral system, which includes collaboration with local mental health authorities, local behavioral health authorities, county jails, state hospitals, and other local entities to ensure an individualand#146;s needs are addressed in the least restrictive environment.This position will have responsibilities related to implementing evidence-based practices, revising statewide guidelines and performance contract language, creating policy interpretation documents, and facilitating statewide technical assistance. This position requires strong analytical and writing skills and is responsible for maintaining state of the art knowledge regarding recovery-oriented services and engagement and service delivery systems that support individuals in need of Forensic, and Jail Diversion services.Essential Job FunctionsAttends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.This position is focused on Crisis, Forensic, and Jail Diversion Services and associated policy. Based on division and unit priorities, this team member will serve as subject matter expert, provide leadership, and perform highly technical work such as develop, update, and revise products to support programs. This team member will implement evidence-based practices, make revisions to statewide guidelines and performance contract language, create policy interpretation briefing documents, and analyze program specific legislation. (30%)The position will participate in the development of rules, policies, and regulations and contracts related to the crisis service delivery system. This position will analyze complex policy implementation issues and create various documents and spreadsheets to provide education internal staff and external stakeholders. (25%)Tasks include oversight of specific programs/pilots, providing input on policy issues arising from quality management activities; assisting with the procurement, development, oversight and coordination of specific external contracts (including federal grants); providing training and technical assistance to internal staff and external stakeholders, facilitating statewide conference calls, assisting with quantitative and qualitative analysis (includes financial analysis), supporting ongoing research and analysis activities related to Crisis, Forensic and Jail Diversion services, and providing detailed input regarding information systems under development.
